The group standard “Guidelines for the Construction of Closed‑Management Systems in Chemical Industrial Parks” has officially come into effect.

On February 1, the China Petroleum and Chemical Industry Federation’s group standard, “Guidelines for the Construction of Closed‑Management Systems in Chemical Industrial Parks” (T/CPCIF 0299-2023), officially came into effect. The standard sets forth the overall requirements, construction procedures, project scope, and operational‑maintenance support measures for the development of closed‑management systems in chemical industrial parks, and is applicable to such projects.

In accordance with relevant national policies, chemical industrial parks are required to implement closed‑management infrastructure projects; however, the development of such projects remains an area lacking clear national and industry standards. Existing laws, regulations, and local standards provide insufficient guidance for the comprehensive design and construction of closed‑management systems in chemical industrial parks.

To strengthen safety management in chemical industrial parks and standardize their operational order, the Standardization Working Committee of the China Petroleum and Chemical Industry Federation, in collaboration with relevant government departments and industry associations, has organized domestic universities, research institutes, and leading technical institutions to jointly develop this standard.

The issuance of this standard provides a basis for the construction of closed‑management systems in chemical industrial parks, and elevating the level of such management can effectively enhance safety‑management quality, reduce potential hazards, and lower the risk of accidents. At the same time, it offers a scientific and rational technical foundation for government departments at all levels, park management authorities, and technical consulting firms to carry out the development of closed‑management infrastructure. Furthermore, it furnishes technical support to regulatory agencies at all tiers in conducting park designation, safety remediation, and related improvement initiatives.
