BEIJING, Jan. 18 (Xinhua) — By reporters Huang Yao and Fan Xi: The All-China Federation of Trade Unions recently issued the “Measures for Implementing the National Master Craftsman Talent Development Project (Trial),” which sets out a plan to cultivate approximately 200 national master craftsmen each year, while also encouraging localities and industries to actively support the development of roughly 1,000 provincial- and ministerial-level craftsmen and about 5,000 city-level craftsmen annually.

The Measures set forth clear criteria for selecting trainees, including strong political integrity, at least five years of frontline production experience, a sustained commitment to the craftsman spirit—characterized by dedication, precision, meticulousness, and a pursuit of excellence—and outstanding technical and professional competence. In addition, candidates must demonstrate exceptional potential in accordance with the national standards for master craftsmen, exhibiting significant developmental prospects in leadership, practical application, innovation, problem-solving, and knowledge transmission.

The cultivation period for National Master Craftsmen typically lasts two years. Upon completion, the All-China Federation of Trade Unions awards a National Master Craftsman Certificate to those who have successfully fulfilled the training program and received a satisfactory evaluation. During the cultivation period, the recommending organizations shall develop and implement their own national master craftsman training plans and submit regular reports on the progress of the program.

To provide enhanced support and safeguards for master craftsmen of the nation, the All-China Federation of Trade Unions has established a special fund for their encouragement and protection, supporting them in tackling key projects and passing on their skills. For those who, upon completing their training period, obtain the National Master Craftsman Certificate, the trade unions will grant them benefits and treatment comparable to those accorded to national model workers, while also strengthening efforts to recommend and make effective use of these master craftsmen.
