　　BEIJING, Sept. 4 (Xinhua) — By reporters Chen Weiwei and Yan Fujing: On the 4th, Cong Liang, Deputy Director of the National Development and Reform Commission, announced that the Central Organization and Establishment Commission has officially approved the establishment of a Bureau for the Development of the Private Sector within the NDRC. This specialized agency will be tasked with promoting the growth and strengthening of the private sector, enhancing policy coordination across relevant fields, and ensuring the timely implementation and tangible results of major initiatives.

　　At a press conference held that day by the State Council Information Office, Cong Liang stated that on July 19, the “Opinions of the CPC Central Committee and the State Council on Promoting the Development and Growth of the Private Sector” were publicly released. Over the past month and more, the National Development and Reform Commission, in coordination with relevant departments, has resolutely ensured the thorough implementation of these opinions, introducing a series of supporting measures that have yielded initial results. Promoting the development and growth of the private sector is a systemic undertaking, characterized by broad scope, long policy chains, and numerous operational links. In light of the current circumstances facing the private sector and the status of related work, the CPC Central Committee and the State Council have made the major decision to establish the Bureau for Private Sector Development within the National Development and Reform Commission.

　　Zhang Shixin, Deputy Secretary-General of the National Development and Reform Commission, stated that this is a robust measure to implement the CPC Central Committee and the State Council’s decisions and arrangements for fostering the growth and strengthening of the private sector. It fully demonstrates the high regard and deep concern that the CPC Central Committee, with Comrade Xi Jinping at its core, attaches to the private economy, and underscores the unwavering commitment to the “two unswervings” and the “three no changes,” thereby providing strong institutional safeguards for advancing the development of the private sector.

　　According to the introduction, the main responsibilities of the Bureau for the Development of the Private Sector are as follows: to monitor, assess, and analyze the state of private-sector development; to coordinate and organize the formulation of policies and measures aimed at fostering the growth of the private sector; to draft policies that promote the development of private investment; to establish a regular communication and dialogue mechanism with private enterprises; to mediate and resolve major issues hindering private-sector development; and to coordinate efforts to help the private sector enhance its international competitiveness.

　　Zhang Shixin stated that work related to the private sector is broad in scope and highly policy‑driven, requiring close collaboration and coordination among all departments to create synergies. As a macro‑regulatory and comprehensive economic agency, the National Development and Reform Commission has established the Bureau for Private Sector Development, primarily to better fulfill its roles of overall coordination, integrated policy formulation, and promotion of development. Certain relevant departments also have responsibilities to support and foster the growth of the private sector from the perspective of their respective mandates. Building on the existing institutional framework, the establishment of the Bureau for Private Sector Development within the NDRC will further strengthen unified coordination of private‑sector development efforts, consolidate and build upon current achievements, create a more favorable environment for the sector, and provide more robust support for its continued growth.
