The Ministry of Agriculture and Rural Affairs has activated a Level III emergency response to major agricultural natural disasters.

In response to the northward movement of residual cloud systems from Typhoon Doksuri, which has brought heavy rainfall to North China and the Huanghuai region—potentially posing risks to agricultural production—the Ministry of Agriculture and Rural Affairs, building on earlier warning notices, activated a Level III emergency response for major natural disasters in agriculture on the 30th.
In accordance with emergency response requirements, the municipalities and provinces of Beijing, Tianjin, Hebei, Shanxi, Shandong, and Henan are to strengthen on‑call duty arrangements, closely monitor and assess disaster conditions, and implement and refine flood‑control and disaster‑relief measures. They are also required to clear and dredge ditches in advance, inspect and reinforce agricultural and aquacultural facilities, identify potential safety hazards, and prepare emergency drainage equipment.
The emergency response plan stipulates that relevant regions shall dispatch working groups and technical teams to provide targeted support at the county and township levels, entering villages and households to guide disaster-affected areas in promptly draining standing water, strengthening categorized management, applying fertilizers in a scientifically sound manner, and intensifying pest and disease control, thereby helping crops resume normal growth as soon as possible. For fields that have been completely lost due to flooding,因地制宜 (tailoring measures to local conditions) should be adopted to switch to or replant short‑maturing crops, with the aim of minimizing disaster‑related losses.
