    The Standing Committee of the National People’s Congress has launched an enforcement inspection of the Work Safety Law.

      BEIJING, July 24 (Xinhua) — To ensure the comprehensive and effective implementation of the Work Safety Law, promote public awareness and understanding of the law, and advance the modernization of the work safety governance system and governance capacity, thereby providing high-level safety guarantees for high-quality development, the Standing Committee of the National People’s Congress recently launched an enforcement inspection of the Work Safety Law.

      The Work Safety Law is a foundational, comprehensive piece of legislation in China’s work safety domain. It was promulgated and came into effect in 2002, with three amendments enacted in 2009, 2014, and 2021. On the 24th, reporters learned at the first plenary meeting of the NPC Standing Committee’s enforcement inspection group for the Work Safety Law that this inspection adopts a combined approach: on-site inspections conducted by the enforcement team in localities, coupled with entrusted inspections carried out by the standing committees of provincial people’s congresses. From August to September, the enforcement inspection group undertook field inspections in six provinces (autonomous regions)—Shanxi, Inner Mongolia, Jilin, Fujian, Henan, and Gansu—while entrusting the standing committees of the people’s congresses in eight other provinces, autonomous regions, and municipalities—Beijing, Heilongjiang, Shanghai, Jiangsu, Jiangxi, Hunan, Sichuan, and Ningxia—to conduct inspections on the implementation of the Work Safety Law within their respective administrative areas.

      It is reported that this enforcement inspection will focus on ten key areas: the implementation of the fundamental principles, guidelines, and mechanisms for work safety; the publicity, education, and training efforts related to work safety laws and regulations and relevant knowledge; the fulfillment of responsibilities in work safety supervision and management; the implementation of the principal responsibility for work safety by production and business entities; the development of emergency response and rescue capabilities for production safety incidents; the promotion of scientific and technological innovation and the strengthening of institutional safeguards to enhance intrinsic safety levels; the investigation and handling of illegal acts, as well as accident investigations and prosecutions; the advancement of social co-governance and the encouragement of participation by diverse stakeholders; the alignment and coordination with relevant laws; and the major issues encountered in the implementation of the law, along with opinions and recommendations for further improving its enforcement.

      In mid-November, the enforcement inspection team will convene its second plenary meeting to summarize the enforcement inspection work, exchange views with all relevant parties, and revise and refine the draft enforcement inspection report.
