　　BEIJING, May 31 (Xinhua) — Zhang Guoqing, a member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, attended and addressed the launch ceremony of the 2023 National “Work Safety Month” in Beijing on the 31st. He emphasized the need to thoroughly study and implement the spirit of General Secretary Xi Jinping’s important expositions on work safety, to carry out the arrangements of the CPC Central Committee and the State Council, and to uphold the principle of putting the people first and life above all else, while prioritizing safety and prevention. He called for the rigorous, practical, and meticulous implementation of responsibility‑bearing measures to resolutely prevent and curb the occurrence of serious and extremely serious accidents.

Taking the nationwide “Workplace Safety Month” campaign as an opportunity, we should further encourage all sectors to strengthen safety awareness, enforce rigorous safety management, enhance emergency response capabilities, and solidify the foundation of workplace safety across society. He stressed that publicizing and implementing General Secretary Xi Jinping’s important expositions on workplace safety must be the top priority of this initiative, with all parties organized to study them thoroughly and apply them effectively throughout every stage and aspect of economic and social development. In conjunction with the special campaign to identify and rectify major accident hazards, we must focus on critical risks such as illegal subcontracting and re‑subcontracting, unauthorized electric welding and cutting, hazardous construction practices, and chaotic on‑site management. We will reinforce the primary responsibility of those in charge, ensure that local and departmental responsibilities are firmly assigned at every level, and substantially improve the quality of hazard identification and remediation, while strengthening both the willingness and the capacity to detect and resolve problems.
