　　BEIJING, May 30 (Xinhua) — Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, Chairman of the Central Military Commission, and Chairman of the Central National Security Commission, presided over the first meeting of the 20th Central National Security Commission on the afternoon of May 30. In his important address at the meeting, Xi emphasized the need to fully implement the spirit of the 20th National Congress of the Communist Party of China, deeply recognize the complex and grave challenges facing national security, correctly grasp major issues of national security, accelerate the modernization of the national security system and capabilities, safeguard the new development paradigm with a new security framework, and strive to open up a new chapter in national security work.

　　The meeting noted that the Central National Security Commission has upheld the spirit of struggle, steadfastly adhered to and continuously advanced the holistic approach to national security, and promoted the ongoing improvement of the national security leadership system, as well as the legal, strategic, and policy frameworks. As a result, the coordination mechanism for national security work has functioned effectively, and the national security system has achieved near‑universal coverage at the local Party committee level. These efforts have firmly safeguarded China’s sovereignty, security, and development interests, leading to a comprehensive strengthening of national security.

　　The meeting emphasized that the complexity and severity of the national security challenges we currently face have markedly increased. The national security front must cultivate strategic confidence and unwavering resolve to prevail, fully recognizing its own strengths and favorable conditions. It is essential to uphold both bottom-line thinking and extreme‑scenario thinking, and to be prepared to withstand major tests—whether they involve high winds and rough seas or even towering waves. We must accelerate the modernization of the national security system and capabilities, placing a strong emphasis on practicality and real‑world effectiveness, while giving greater priority to coordination and efficiency, rule‑of‑law governance, technology‑driven empowerment, and strengthening the grassroots foundation, so as to ensure that all aspects of development are seamlessly integrated and synergistically coordinated.

　　The meeting emphasized the need to safeguard the new development paradigm with a new security framework, proactively shape an external security environment favorable to China, and better uphold open‑ended security, thereby promoting the deep integration of development and security. It called for advancing reforms in the means and approaches for safeguarding and shaping national security, leveraging innovative theoretical guidance, optimizing force deployments, and harnessing the power of science and technology. Furthermore, it urged the refinement of a comprehensive system for addressing national security risks, ensuring real‑time monitoring, timely early warning, and the coordinated implementation of a multi‑pronged response.

　　The meeting emphasized that national security work must implement the decisions and arrangements of the 20th National Congress of the Communist Party of China, and earnestly advance efforts to safeguard political security, enhance the governance of cybersecurity, data security, and artificial intelligence, accelerate the development of a national security risk monitoring and early-warning system, promote the rule of law in national security, and strengthen national security education.

　　The meeting reviewed and approved documents including the “Opinions on Accelerating the Development of a National Security Risk Monitoring and Early-Warning System” and the “Opinions on Comprehensively Strengthening National Security Education.”

　　Members of the Standing Committee and members of the Central National Security Commission attended the meeting, while responsible officials from relevant departments of the CPC Central Committee and the State Council were present as non-voting participants.
