“Xi Jinping’s New Propositions on High-Quality Development,” Series No. 4: The Ultimate Goal—The People’s Happiness and Well-Being

　　 [Learning in Progress] High-quality development is the primary task in building a modern socialist country in all respects and also an essential requirement of Chinese-style modernization. During this year’s Two Sessions, General Secretary Xi Jinping, while participating in the deliberations of the Jiangsu delegation, offered profound insights into a series of major issues concerning high-quality development and put forward a number of important propositions. Xinhua News Agency’s original brand column “Learning in Progress,” titled “Study Institute,” has launched a series of reports entitled “Xi Jinping’s New Propositions on High-Quality Development” to study these ideas together with you. Today, we publish the fourth installment in the series.

　　General Secretary Xi Jinping once stated, “Only by upholding the development philosophy of putting the people at the center—by ensuring that development is for the people, relies on the people, and its fruits are shared by the people—can we adopt a correct vision of development and modernization.”

　　During this year’s Two Sessions, General Secretary Xi Jinping pointed out, while participating in the deliberations of the Jiangsu delegation, that the people’s happiness and well-being are the ultimate goal of promoting high-quality development.

　　This “ultimate goal” is determined by the nature and mission of the Communist Party of China. Ensuring the well-being of the people is not only the Party’s cause but also the original aspiration that has guided our century-old Party.

　　In the new era and on the new journey, we must “advance the great rejuvenation of the Chinese nation in all respects through Chinese modernization.” Chinese modernization is a modernization that delivers common prosperity for all the people; it must take meeting the people’s ever-growing needs for a better life as both its starting point and ultimate goal, continuously translating development achievements into higher quality of life and steadily enhancing the people’s sense of gain, happiness, and security.

　　With regard to the ultimate goal of promoting high-quality development—ensuring the people’s happiness and well-being—General Secretary Xi Jinping has put forward important requirements:

　　— It is necessary to improve the mechanism of grassroots self-governance under the leadership of primary-level Party organizations, strengthen grassroots organizational development, refine the grassroots governance platform featuring grid-based management, meticulous services, and information technology support, and enhance the urban–rural community governance system, so as to provide high-quality services and refined management right at people’s doorsteps.

　　— We must uphold and develop the “Fengqiao Experience” for the new era, improve the mechanisms for properly handling internal contradictions among the people in the new context, and promptly resolve disputes and conflicts at the grassroots level and nip them in the bud.

　　— We must firmly focus on the pressing, difficult, and deeply concerning issues that the people care about, adopt more measures that benefit the people and win their hearts, improve the basic public service system, and make concerted efforts to provide employment assistance to key groups, regulate income distribution, strengthen the social security system, and enhance services for the elderly and young children.

　　— We must ensure that epidemic prevention and control efforts in the new phase are implemented thoroughly and with meticulous attention to detail, earnestly carry out all measures under the “Category B, Class II management” framework, and continue to strengthen the public health, disease prevention and control, and medical service systems.

　　Development is meaningful only when it is for the people; it gains momentum only when it relies on the people; and its fruits can be shared by all only when they unite the hearts and minds of the people, rallying their strength and forging an unyielding spirit of progress.

　　The country’s magnificent landscapes and the people’s happiness have always been the warmest underlying tone. The General Secretary’s profound remarks on the “ultimate goal” are heartwarming and inspiring, rallying the more than 1.4 billion Chinese people with unwavering confidence to forge ahead.
