      On January 28, Premier Li Keqiang of the State Council presided over an executive meeting of the State Council, calling for sustained efforts to advance current economic and social development and to ensure a steady recovery in economic performance at the start of the year. The meeting also outlined measures to prepare for spring plowing and farming, laying a solid foundation for a bumper grain harvest and the stable supply of key agricultural products. Additionally, it urged accelerating the recovery of consumption and maintaining stability in foreign trade and foreign investment, thereby bolstering their role in driving economic growth.
      The meeting noted that the economy is currently on a sustained recovery trajectory, showing signs of improvement. It emphasized the need to implement the directives of the CPC Central Committee and the State Council, uphold the spirit of the Central Economic Work Conference, and focus on stabilizing growth, employment, and prices, thereby keeping economic performance within an appropriate range. The meeting called for the thorough implementation of the comprehensive package of policies and follow-up measures to stabilize the economy, accelerating the construction of major projects and the upgrading and renovation of equipment supported by fiscal and financial instruments to generate greater tangible output, and ensuring the effective continuation of previously scheduled policies such as VAT exemptions for small-scale taxpayers and inclusive micro‑and‑small enterprise loans.
      Uphold the “two unwavering commitments,” safeguard the rights and interests of private enterprises in accordance with the law, and continue to foster a business environment that is market‑oriented, rule‑of‑law based, and internationally competitive. Support the sustained, healthy development of the platform economy. Facilitate the swift resumption of work and production after the holiday, and provide robust services to help rural migrant workers return to their jobs.       The meeting noted that spring is the most critical season for the year, with spring sowing accounting for roughly 60 percent of the annual grain output and spring field management contributing nearly 40 percent of staple food production. Tailoring policies to local conditions and making effective use of available policy tools, we will support both first‑time homebuyers and those seeking to upgrade their housing, while ensuring timely delivery of pre‑sold homes.
      Second, we will uphold the fundamental national policy of opening up to the outside world, continue introducing concrete measures, and strive to stabilize foreign trade. We will facilitate the resumption of domestic offline trade fairs and support enterprises in participating in overseas exhibitions. We will implement policies on export tax rebates, credit, and export insurance, and maintain the basic stability of the RMB exchange rate at an appropriate and balanced level. We will help enterprises make full use of the Regional Comprehensive Economic Partnership to expand their markets, promote the further development of cross-border e‑commerce and overseas warehouses, and enhance the competitiveness of foreign trade. We will also appropriately increase imports.
      Third, we will actively attract foreign investment. We will expedite the implementation of the revised Catalogue of Industries Encouraged for Foreign Investment, support local efforts to attract investment, and further leverage the role of platforms such as pilot free trade zones. We will implement measures to facilitate cross-border travel and personnel exchanges, continuously enhance services for foreign-invested enterprises, and accelerate the launch of major projects.
