On August 15, the State Council Information Office held a press conference on the performance of the national economy in July 2022. At the event, Fu Linghui, spokesperson for the National Bureau of Statistics, stated that grain production this year has been a matter of great public concern. Based on the current situation, early-season rice harvests have been completed across various regions. According to surveys, the total sown area of early-season rice remains broadly stable; however, localized production has been slightly affected by flooding. Preliminary estimates suggest that this year’s early-season rice output will be roughly on par with last year’s. Autumn grain accounts for the bulk of annual grain production. At present, late-season rice and other autumn crops have largely been sown, with late-season rice in Jiangxi, Hunan, Hubei, and other areas generally planted within the optimal sowing window. Preliminary surveys indicate that the sown area for autumn grain has increased, providing a solid foundation for ensuring stable overall grain output. In terms of crop conditions, remote-sensing monitoring shows that the growth of major autumn crops—including corn, medium‑season rice, and soybeans—is essentially unchanged compared with last year.

However, it should also be recognized that prolonged high temperatures in southern China have left some hilly and low‑lying areas, as well as “rain‑dependent fields” with poor irrigation conditions, vulnerable to drought, while rainfall in North China and Northeast China has caused localized crop lodging and waterlogging in farmland. According to forecasts from the China Meteorological Administration, this year’s flood season is expected to feature generally abnormal climatic conditions, with a higher-than‑average frequency of extreme weather events and relatively severe droughts and floods, presenting a pattern of “flooding at both ends and drought in the middle.” August and September are critical periods for determining autumn grain yields; therefore, close attention must be paid to the impacts of natural disasters, pests, and diseases on food production. Priority should be given to strengthening disaster prevention and mitigation measures, enhancing field management, and implementing robust pest and disease control efforts, so as to ensure stable autumn grain production and a bountiful harvest, keeping annual grain output above 1.3 trillion jin.
