To thoroughly implement the important instructions and directives of General Secretary Xi Jinping on food security, as well as the decisions and arrangements of the CPC Central Committee and the State Council, and to earnestly carry out the work plans set forth at the National Teleconference on Stabilizing the Overall Economy and the National Teleconference on Advancing “Sanxia” Production, the All-China Federation of Supply and Marketing Cooperatives recently issued a notice, calling on the entire system to fully leverage the organizational structure and operational‑service strengths of supply and marketing cooperatives, thereby making a positive contribution to securing a successful start to the summer grain harvest and ensuring a bumper grain yield for the year.
The Notice requires that the supply and marketing cooperative system, closely aligned with the actual needs of “Sanxia” production, innovate its production‑service approaches and provide services to the broad masses of farmers and various new types of agricultural business entities. Agricultural machinery A comprehensive suite of services—including field operations, drying, and storage—ensures that farming schedules are not disrupted and farmland remains in productive use. Cooperatives must serve as the mainstay of agricultural input supply, effectively meeting the needs of “Sanxia” production; rigorously uphold both quality and price safeguards; conscientiously implement mechanisms to ensure stable supply and prices; take the lead in maintaining order in the agricultural input market; and fully leverage their role as a strategic reserve pool for agricultural inputs. Furthermore, it is essential to strengthen coordinated planning, vigorously advance epidemic prevention and control alongside the resumption of work and production, enhance emergency supply‑guarantee capabilities, go deep into the grassroots to address farmers’ production challenges, intensify coordination efforts, and provide practical assistance to all types of business and service entities within the system in unblocking bottlenecks in agricultural input supply, agricultural production services, and agricultural product circulation, thereby minimizing the impact of epidemic control measures on “Sanxia” production.
At present, the national supply and marketing cooperative system, through 4,130 agricultural input enterprises, 67,096 crop hospitals, and 16,995 production-oriented agricultural service centers nationwide, is comprehensively providing agricultural inputs, conducting soil-testing‑based fertilization, and implementing unified pest control and disease management. To the supply and marketing cooperatives of all provinces, autonomous regions, municipalities directly under the central government, and the Xinjiang Production and Construction Corps; to the departments and bureaus of the All-China Federation of Supply and Marketing Cooperatives; to China National Supply and Marketing Cooperative Group Co., Ltd. and its member enterprises; to all directly affiliated institutions; and to all associations under its jurisdiction:
Summer grain constitutes the first harvest of the year, and securing a bumper summer grain yield is of great significance for achieving the annual grain production target, stabilizing prices, and effectively coordinating epidemic prevention and control with economic and social development. To thoroughly implement the important instructions and directives of General Secretary Xi Jinping on food security, as well as the decisions and arrangements of the CPC Central Committee and the State Council, and to earnestly carry out the work plans set forth at the National Teleconference on Stabilizing the Overall Economy and the National Teleconference on Advancing “Sanxia” Production, we will fully leverage the organizational and operational strengths of the supply and marketing cooperatives to make a positive contribution to ensuring a successful start to the summer grain campaign and to securing a bountiful grain harvest for the entire year. Accordingly, the following notice is hereby issued regarding the effective provision of services to support “Sanxia” production:
I. Innovate production and service models, and vigorously promote socialized agricultural services. Focusing closely on the actual needs of local “Sanxia” production, we should leverage the advantages of supply and marketing cooperatives in providing socialized agricultural services, adopting approaches such as production trusteeship and contract farming, to offer comprehensive support to farmers and various new types of agricultural business entities. Agricultural machinery A suite of services—including field operations, integrated pest and disease management, and grain drying and storage—ensures that farming schedules are not disrupted and farmland remains in productive use. First, we must earnestly carry out the summer harvest to guarantee that every grain of summer‑season crops is safely stored. At present, Wheat The peak period of inter‑regional mechanized harvesting in major production areas is about to begin. Supply and marketing cooperatives at all levels should leverage their grassroots branches, Agricultural machinery Professional cooperatives, agricultural service companies, and other service providers are seizing the critical time window, strengthening supply‑demand matching, and actively organizing inter‑regional mechanized harvesting operations—particularly ensuring the timely harvest of lodged wheat fields to prevent sprouting and mold. They are also coordinating the use of grain drying and storage facilities at agricultural service centers operated by supply and marketing cooperatives to ensure effective management. Second, staggered summer planting is being advanced to ensure that the sown area neither decreases nor remains unchanged. Third, implement meticulous summer field management at every stage to lay a solid foundation for a bountiful autumn grain harvest. Leverage the technical expertise of the supply and marketing cooperative system’s crop hospitals to provide on‑site consultations, routine inspections, diagnostic services, soil testing and customized fertilizer recommendations, as well as agricultural extension and operational support for summer crops. Actively promote drone‑based operations to carry out integrated pest management targeting common summer rice diseases such as blast and pests like the stem borer, thereby ensuring healthy crop growth and timely maturation. Fourth, participate in the procurement of summer grain to ensure that all eligible grain is collected. Grain and oil enterprises within the China National Supply and Marketing Cooperative system should prepare well in advance for storage and procurement, mobilize funding through multiple channels, free up storage space and adjust warehouse capacity structures, and maximize storage potential to meet the demands of summer grain collection and storage. Strive to undertake national and local grain reserve assignments and strictly enforce relevant regulations. Wheat The state’s minimum purchase price policy ensures that farmers receive payment promptly upon selling their grain. Efforts are being made to effectively connect processing and storage enterprises with smallholder farmers, farmer cooperatives, family farms, and other stakeholders, employing measures such as appointment-based procurement and door-to-door services to facilitate the smooth delivery of grain to granaries.
II. Play a leading role in agricultural input supply to effectively meet the needs of “Sanxia” production. We must firmly uphold the two bottom lines of quality and price, earnestly implement mechanisms for ensuring supply and stabilizing prices, take the lead in maintaining order in the agricultural input market, and fully leverage the role of supply and marketing cooperatives as a “reservoir” for agricultural input reserves—stockpiling during slack periods and supplying during peak demand—to ensure adequate and high‑quality availability at critical times and key stages of the farming season. First, strengthen the transportation and distribution of agricultural inputs. Guide system‑wide agricultural input enterprises to promptly analyze and assess local “Sanxia” agricultural production conditions, and, in response to changes in crop‑planting patterns, swiftly replenish inventories with products that are well‑suited to market demand. In particular, intensify procurement, transport, and delivery of potash fertilizer, and fully harness the advantages of the three‑tier operational and service network at the county, township, and village levels to ensure that agricultural inputs reach townships, villages, and retail outlets, and are delivered promptly to fields and farm gates, thereby effectively bridging the “last mile” of supply. Strictly enforce quality standards at every stage—procurement, warehousing, and sales—and resolutely prevent counterfeit or substandard agricultural inputs from entering the market through supply and marketing cooperative channels. Second, optimize the structure of agricultural input supply. Continue to expand the use of new types of fertilizers, such as organic fertilizers, water‑soluble fertilizers, and slow‑release fertilizers, as well as low‑toxicity, low‑residue formulations. At present, China’s epidemic response is at a critical juncture and a challenging stage, as well as a pivotal moment that will determine the trajectory of the year’s economic performance. Supply and marketing cooperatives at all levels must fully implement the new development philosophy, place stable growth in an even more prominent position, and, while maintaining unwavering vigilance in epidemic control, proactively seize the window of opportunity, adopt effective measures, and steadily facilitate the resumption of work and production across all entities within the system. Efforts should be made to bring business operations and services back on track, playing a positive role in safeguarding market entities, ensuring employment, and meeting basic living needs. First, strengthen emergency supply‑guarantee capabilities. In light of evolving epidemic conditions, scientifically formulate work plans for the “Three Summers” period, leverage the emergency supply‑guarantee command-and‑dispatch systems of provincial, municipal, and county‑level supply and marketing cooperatives, as well as the emergency supply‑guarantee operating mechanisms of cooperative‑owned agricultural input enterprises, seize the farming season, and swiftly restore normal production order. Second, go deep into the grassroots to address farmers’ production challenges. In accordance with the unified arrangements of local Party committees and governments, organize system‑wide agricultural service entities to actively join emergency harvest‑assistance teams, providing socialized agricultural services such as代收代种 (proxy harvesting and planting), 代育代插 (proxy seedling raising and transplanting) to households under lockdown or control, those unable to return home, and those facing hardship. Third, intensify coordination efforts. Maintain close communication with departments such as transportation, agriculture, and rural affairs, and effectively help all types of business and service entities within the system unblock bottlenecks in the supply of agricultural inputs, agricultural production services, and agricultural product circulation, thereby minimizing the impact of epidemic prevention and control on “Three Summers” production, ensuring that every grain returns to the granary, every acre is planted, and achieving a bountiful harvest for the year.
All levels of supply and marketing cooperatives must regard supporting “Sanxia” production as a key task at present, maintain firm confidence, rise to challenges, and, with a higher strategic vision, more concrete measures, and stricter standards, strengthen organizational leadership, enhance work coordination, and ensure that responsibilities are firmly assigned at every level. They must resolutely implement the decisions and arrangements of the CPC Central Committee and the State Council in full, leverage the unique strengths and vital role of supply and marketing cooperatives in “Sanxia” production, and, through concrete actions, warmly welcome the successful convening of the 20th National Congress of the Communist Party of China.
