The event facilitated the sharing of best practices in this area, aimed to accelerate the staffing and strengthening of professional safety regulators, advance park‑wide safety remediation and upgrades, and effectively mitigate major safety risks in chemical industrial parks.

The meeting emphasized that strengthening the professional safety regulatory capacity of industrial parks should serve as a key leverage point, with strict implementation of restrictive measures, enhanced reporting and targeted oversight, and vigorous advancement of the “Ten Essentials and Two Prohibitions” remediation and upgrading initiative. The goal is to ensure that by the end of 2022, all parks have adequate staffing for safety regulation and that every park attains either a general or low safety risk rating.

The “Ten Essentials” of Chemical Industrial Parks:

1. A planning system is in place.

2. There are management bodies, personnel, and management systems.

3. Has a “four‑boundary” scope

4. There is a safety control line for surrounding land-use planning.

5. Equipped with utility systems and supporting facilities.

6. Closed-loop management is in place.

7. Dedicated parking area for vehicles carrying hazardous chemicals

8. An information platform is available.

9. There is a chemical safety skills training base.

10. Equipped with fire-fighting facilities (special-duty station)

“Two Prohibitions” in Chemical Industrial Parks:

1. The “Prohibition, Restriction, and Control” Catalogue and Safety Access Criteria for Projects

2. Residential habitation and labor-intensive enterprises are prohibited.

The meeting called on local emergency management departments and industrial parks to elevate their political awareness, strengthen their sense of urgency and mission, and adopt a multi‑pronged approach. Taking the implementation of the State Council’s Work Safety Committee’s 15 measures as an opportunity, they should actively seek policy support, make full and effective use of existing policy tools, draw on proven practices, and address gaps in responsibilities and measures. Furthermore, they should leverage the enhancement of professional safety supervision capacity within industrial parks as a key lever, rigorously enforce restrictive measures, intensify public reporting and targeted oversight, and advance the “Ten Essentials and Two Prohibitions” remediation and upgrading initiative. The goal is to ensure that by the end of 2022, all industrial parks have adequate staffing for safety supervision and that every park attains a general or lower safety risk rating.

The meeting also laid out plans for current safety production work related to hazardous chemicals, calling for coordinated efforts to ensure safe operations during the pandemic, with a strong emphasis on identifying and assessing key safety risks, maintaining unwavering vigilance over major hazards, effectively managing safety risks associated with increased storage capacity and expanded production capabilities, rigorously cracking down on illegal and non-compliant activities, and preventing any resurgence of accidents from spreading into the hazardous‑chemical sector.
