　　Recently, the Ministry of Emergency Management issued a notice to organize and carry out the first round of 2022 safety special inspections and supervisory checks for enterprises with major hazardous chemical sources.

　　This special inspection and supervision campaign is a concrete measure to implement the State Council’s Work Safety Committee’s 15 measures on workplace safety, the nationwide major safety inspection, and the deployment for concentrated risk management of hazardous chemicals. It also serves as an institutional arrangement to consolidate the “fire‑and‑safety collaboration” mechanism established in recent years between hazardous‑chemical regulatory authorities and fire‑rescue agencies, and to further refine and institutionalize a normalized control system for major hazard sources. Through enterprise self‑inspections, municipal‑level checks, provincial‑level spot audits, and ministerial‑level supervisory reviews, the initiative aims to conduct comprehensive screening and remediation of safety risks and potential hazards associated with major hazard sources, thereby resolutely preventing serious and extremely serious accidents.

　　The notice requires that special inspections and oversight be coordinated with the broader goals of supporting economic development and epidemic prevention and control, with implementation schedules adjusted in light of evolving pandemic conditions. Enterprises are encouraged to conduct self‑inspections and make necessary rectifications; inspections must be integrated with service‑oriented support, and those failing to comply with these requirements will be subject to strict legal enforcement. Strengthened categorized governance should prioritize tracking and supervising the remediation of typical issues and major safety hazards. Furthermore, the risk monitoring and early‑warning system for the safe production of hazardous chemicals shall be leveraged to enable online submission of inspection results and real‑time dispatching, thereby further enhancing the level of informationization and intelligent management.

　　During this period, the Ministry of Emergency Management will intensify public exposure of typical problems and major safety hazards, strengthen cautionary education, and, in conjunction with the State Council Work Safety Committee’s comprehensive inspections and performance assessments, conduct follow-up checks on the implementation of special inspection and supervision efforts. These measures aim to ensure tangible results and create a safe and stable environment for the successful convening of the 20th National Congress of the Communist Party of China.
