　　The travel pass is an important credential for ensuring the transportation of key supplies to epidemic‑affected areas; it is not a prerequisite for trucks to be allowed through防疫 checkpoints, nor does it replace other防疫 requirements such as a negative nucleic acid test result, a valid health code, and a green travel itinerary code. Truck drivers and crew members who present a valid “one certificate and two codes” should be granted convenient passage; even if they do not have a travel pass, their movement should not be arbitrarily restricted.

　　As of April 28, 24 localities across the country have successively activated travel permits in response to their respective epidemic situations and transportation needs. These 24 regions include Tianjin, Hebei, Inner Mongolia, Liaoning, Jilin, Heilongjiang, Shanghai, Jiangsu, Zhejiang, Anhui, Fujian, Jiangxi, Shandong, Henan, Hubei, Hunan, Guangdong, Guangxi, Chongqing, Sichuan, Yunnan, Qinghai, Xinjiang, as well as the Xinjiang Production and Construction Corps.

　　The pass system is designed to ensure the transportation of key supplies, specifically including medical and epidemic‑prevention materials, daily necessities, government reserve goods, postal and express delivery items, and other essential consumer goods; critical production inputs such as agricultural products, energy, raw materials, and key industrial goods; as well as the transport of goods for priority foreign‑trade enterprises. In regions where the pass system has already been implemented, the scope of its use may be appropriately expanded in accordance with the actual needs of upstream and downstream entities within the local industrial and supply chains.
　　● Who issues the pass?
　　In regions where the pass system has been implemented, the local departments of development and reform, industry and information technology, public security, transport, commerce, and agriculture and rural affairs shall issue passes to eligible entities on a sector‑by‑sector and field‑by‑field basis.
　　● How do I apply for a pass?
　　At present, the provinces that have implemented the pass system have progressively made the eligibility criteria and application procedures publicly available, with most provinces now offering online processing. Freight vehicles transporting key supplies may obtain a pass free of charge from the relevant authorities by following the publicly disclosed procedures, provided that both the origin and destination provinces have adopted the pass system.
