　　Recently, the Ministry of Agriculture and Rural Affairs issued an announcement deciding that, effective December 10, 2021, “ Pesticide The “Certification of Registration Testing Units” and 96 other administrative licensing matters involving 97 types of supporting documents will now be governed by a notification‑and‑commitment system. Under this new regime, applicants no longer need to submit the 97 pieces of documentation previously required when applying for various administrative licenses from the Ministry of Agriculture and Rural Affairs; instead, they may opt to waive submission by means of a written notification and commitment. By replacing “proof” with “commitment,” this approach helps foster a new governance model characterized by transparent standards, fair rules, clear expectations, shared responsibilities, and credit‑based regulation, thereby making it more convenient for businesses and the public to conduct business and start enterprises.
　　In recent years, the Ministry of Agriculture and Rural Affairs has continuously deepened the “delegation, regulation, and service” reform, steadily advanced the “reduce documentation and make it more convenient for the public” initiative, and worked to address issues such as cumbersome procedures, difficulties in obtaining services, multiple visits to different agencies, and repeated trips. In accordance with the requirements of the General Office of the State Council’s Guiding Opinions on Fully Promoting the Notification‑and‑Commitment System for Certification Matters and Business‑Related Licensing Matters, the Ministry has, guided by the principle of maximizing convenience for the people, formulated an implementation plan, defined the scope of certification matters subject to the notification‑and‑commitment system, and drafted a standard format for the notification‑and‑commitment letter. This announcement publishes the “Catalogue of Certification Matters Subject to the Notification‑and‑Commitment System of the Ministry of Agriculture and Rural Affairs,” clarifying that, for these matters, applicants may freely choose whether to proceed under the notification‑and‑commitment procedure. Under this system, applicants submit the required documents in accordance with the administrative licensing service guide and complete the “Notification‑and‑Commitment Letter for Certification Matters,” assuming legal liability for any false commitments and waiving the need to provide the corresponding supporting documentation. If an applicant is unwilling or unable to make such a commitment, they must submit the prescribed proof materials. Applicants with serious adverse credit records or a history of making false commitments shall not be eligible for the notification‑and‑commitment system until their credit has been restored.
