The new policy takes effect on December 1! Certain procedures in the registration of pesticides and fertilizers will now be processed entirely through an electronic approval system.

On November 22, the Ministry of Agriculture and Rural Affairs issued an announcement stating that, in order to thoroughly implement the State Council’s “delegation, regulation, and service” reform principles, enhance approval efficiency, optimize service delivery, and further facilitate applicants for administrative permits, it has decided to adopt end-to-end electronic processing for 11 administrative licensing matters—including certain sub-items or specific permit scenarios (see appendix)—such as the “Quarantine Approval for the Importation of Agricultural Seeds and Seedlings from Abroad.”
Effective December 1, 2021, paper application forms and supporting documents are no longer required for licensing matters or licensing scenarios. Applicants may submit their applications and upload electronic versions of the required documents through the Ministry of Agriculture and Rural Affairs’ government service platform, where they can promptly access information on the acceptance and approval status. The Ministry of Agriculture and Rural Affairs will accept and review applications based on the online submissions and render a decision on approval. Upon approval, the Ministry will issue a public announcement or deliver the relevant certificate or official document. Applicants shall be responsible for the authenticity of the materials they submit. Any applicant found to have concealed relevant information, submitted false materials, or obtained an administrative license through deception or other improper means shall be subject to penalties in accordance with the Administrative Licensing Law and other applicable laws and regulations.
