　　To thoroughly implement the decisions and arrangements of the State Council’s Joint Prevention and Control Mechanism, on August 20, the Ministry of Transport and the Ministry of Agriculture and Rural Affairs issued the “Notice on Fully Ensuring Transportation Services for Agricultural Production Materials” (hereinafter referred to as the “Notice”), coordinating efforts to provide robust transportation support for agricultural inputs, thereby fully bolstering agricultural production and safeguarding food and essential secondary‑product security.
　　The Notice emphasizes the need to fully facilitate the matching of supply and demand for agricultural production materials. Transportation authorities at all levels are required to guide road transport enterprises in strengthening emergency capacity reserves and enhancing dispatch and command, ensuring timely responses and reliable support for the transportation needs of agricultural inputs. For requests from relevant departments and entities in medium- and high-risk areas during the epidemic, the local transportation and agriculture and rural affairs authorities shall implement targeted support measures, establish coordination mechanisms, provide “point-to-point” assistance on a case-by-case basis, and make every effort to ensure the smooth transport of agricultural production materials.
　　The Notice requires strengthening measures to ensure the smooth passage of vehicles transporting agricultural production materials. Local transportation authorities, under the arrangements and deployment of their respective joint prevention and control mechanisms, are to actively coordinate with public security, health, and other relevant departments, further standardize the operating procedures at highway-based epidemic‑prevention checkpoints, and clearly define the requirements for freight vehicle passage—implementing a “one‑stop” approach with simultaneous inspections. Where conditions permit, dedicated fast‑track lanes for freight vehicles should be established to fully facilitate swift and convenient travel for such vehicles, while rigorously enforcing the “green channel” policy for the transport of fresh and live agricultural products.
　　The Notice emphasizes the timely coordination and resolution of issues related to the transportation of agricultural production materials. Transportation authorities at all levels are required to leverage dedicated task forces, publicize emergency transport‑assurance hotline numbers, and promptly address and resolve any problems encountered by vehicles transporting agricultural inputs and other essential supplies, ensuring smooth and efficient passage. In cases where vehicles carrying key agricultural inputs encounter traffic congestion or other impediments at epidemic‑prevention checkpoints, relevant departments—including public security—should promptly coordinate to strengthen traffic management and guidance, thereby guaranteeing priority passage.
　　The Notice requires the implementation of epidemic prevention and control measures in the road freight sector. Transportation authorities at all levels are to guide road freight operators in adhering to the requirements set forth in the latest edition of the “Guidance on COVID‑19 Prevention and Control for Road Freight Vehicles, Personnel, and Facilities,” among other relevant guidelines, thereby strengthening all preventive measures and rigorously preventing the spread of the epidemic through road transport. They are also to actively coordinate with relevant departments to, in accordance with the principles of convenient access, appropriate scale, comprehensive functionality, and seamless connectivity, explore the establishment of material transshipment and redistribution hubs on the outskirts of cities, which can be promptly activated as needed for epidemic control, ensuring the orderly transfer of agricultural production inputs and other essential supplies for production and daily life, and minimizing the risk of cross‑infection among personnel.
