　　On July 22, the Ministry of Agriculture and Rural Affairs convened a special meeting of its Flood Control and Drought Relief Leading Group to study and implement General Secretary Xi Jinping’s important instructions on flood control and disaster relief, and to carry out the arrangements and requirements set forth at the State Council Executive Meeting. 　　The meeting noted that we are currently in the most critical period for flood prevention—“late July to mid-August”—when extreme weather events are frequent and uncertainties are on the rise. It is imperative to fully recognize the grave situation facing agricultural flood control and disaster relief, to prepare for major floods, withstand severe inundations, and respond to large-scale disasters, while diligently carrying out all measures to prevent, mitigate, and reduce agricultural risks. Responsibilities must be firmly assigned at every level, with further implementation of the division of supervisory duties under the Ministry of Agriculture and Rural Affairs’ Flood Control and Drought Relief Leading Group, as well as the provincial- and region-specific oversight arrangements for disaster prevention, mitigation, and ensuring a bumper harvest. Local authorities should be urged and guided to put in place key measures for disaster response and relief. We must vigorously advance science-based disaster management, maintain close communication and coordination with meteorological, water resources, and emergency management agencies, promptly issue early warning information, and develop and disseminate region‑ and crop‑specific technical guidance plans. In southern regions, efforts should be accelerated to complete the harvesting and storage of early rice and to transplant late rice seedlings, ensuring that farming schedules are not disrupted.
