    Four departments have issued a document: deepen the comprehensive reform of supply and marketing cooperatives and further strengthen their role in the distribution of agricultural inputs.

     Recently, the All-China Federation of Supply and Marketing Cooperatives, the Central Rural Work Leading Group Office, the People’s Bank of China, and the China Banking and Insurance Regulatory Commission jointly issued the “Guiding Opinions on Launching Pilot Programs for Integrated Cooperation in Production, Supply and Marketing, and Credit.” The document specifies that by the end of June 2023, a number of pilot units demonstrating and leading the “three-in-one” model will be established. The pilot program officially commenced in July 2021.

      The document points out that developing a “three-in-one” integrated cooperative model is an effective means of advancing the modern agricultural management system, achieving agricultural and rural modernization, and revitalizing rural areas. It is also an important measure for deepening rural reform, optimizing the allocation of agricultural resources and factors, and accelerating the transformation of agricultural development patterns. Moreover, it is an objective necessity for furthering the comprehensive reform of supply and marketing cooperatives and better fulfilling their mission of serving agriculture.
      The opinions propose fostering implementation platforms and vigorously advancing the transformation of grassroots cooperatives, ensuring that they truly become comprehensive cooperative economic organizations characterized by democratic management, standardized operations, and a membership base primarily composed of farmer‑members. They also call for enhancing service functions, strengthening and improving distribution services, and guiding grassroots cooperatives to continue providing supplies of agricultural inputs and daily necessities as well as purchasing agricultural and sideline products; promoting centralized procurement of agricultural inputs and unified marketing of products to further reinforce their distribution capabilities. In addition, they encourage the proactive expansion of production‑related services, supporting grassroots cooperatives in offering land‑trust management, contract farming and planting, joint cultivation and sowing, mechanized sowing and harvesting, and integrated pest‑control and disease‑management services.
