Second, enhance monitoring and early warning systems through comprehensive surveillance and timely information dissemination, while strictly enforcing reporting protocols. Third, reinforce zonal management by fostering a nationwide coordinated approach, adopting tailored strategies and targeted interventions in different regions, with particular focus on fortifying four critical defense lines against the fall armyworm: along the border, along the Yangtze River, along the Yellow River, and along the Great Wall. Fourth, promote science‑based prevention and control by advancing integrated pest management and green control methods, encouraging community‑wide participation and collaborative prevention and response, and elevating the level of rational and precise pesticide use. Fifth, strengthen guidance and support by convening on‑site meetings on pest and disease control—organized by region, crop, and specific pest or disease—and conducting mobile advisory services to ensure effective implementation of all measures.
The meeting called for the earnest implementation of the spirit of the Fifth Plenary Session of the 19th CPC Central Committee and the No. 1 Central Document, as well as the full application of the provisions of the Biosecurity Law and the Regulations on the Prevention and Control of Crop Pests and Diseases, to strengthen the system for preventing and controlling crop pests and diseases and to effectively enhance the capacity and level of plant protection in disaster prevention and mitigation.
