　　On March 16, seven departments—the Ministry of Agriculture and Rural Affairs, the Supreme People’s Court, the Supreme People’s Procuratorate, the Ministry of Industry and Information Technology, the Ministry of Public Security, the State Administration for Market Regulation, and the All‑China Federation of Supply and Marketing Cooperatives—jointly convened a video conference in Beijing to launch the 2021 national special campaign to combat counterfeit agricultural inputs. Tang Renjian, Director of the Central Rural Work Leading Group and Party Secretary and Minister of the Ministry of Agriculture and Rural Affairs, attended the meeting and delivered a speech. The meeting emphasized the need to earnestly implement the spirit of the national teleconference on spring agricultural production, strengthen ideological awareness, treat the fight against counterfeit agricultural inputs as a crucial task for ensuring the supply of agricultural materials and safeguarding food security, and adopt robust measures to resolutely remove substandard and fake agricultural inputs from the market, so that farmers can use seeds, pesticides, and fertilizers with confidence, thereby providing solid support for securing a bumper harvest of grain and agricultural products throughout the year.
　　The meeting noted that agricultural inputs are the foundation of agricultural production, directly affecting food security and the quality and safety of agricultural products, as well as the rural ecological environment and the vital interests of farmers. Over the past year, thanks to the concerted efforts of all localities and departments, significant progress has been made in combating counterfeit agricultural inputs; the pass rate of random inspections for major agricultural input products has remained at a high level, and the agricultural input market has remained stable and orderly. This year marks both the beginning of the 14th Five-Year Plan and the centenary of the founding of the Communist Party of China, making it of paramount importance to ensure a bumper harvest. With spring plowing now underway across the country from south to north, the agricultural input sector has entered its peak sales season. All localities and relevant departments must attach great importance to this task, act swiftly, adhere to a comprehensive approach that addresses both symptoms and root causes, integrates enforcement with prevention, and strengthens local-level management, so as to carry out this year’s campaign against counterfeit agricultural inputs in a solid and effective manner and ensure a reliable supply of agricultural inputs.
　　The meeting emphasized that all localities and relevant departments must promptly carry out inspections of agricultural inputs for spring plowing, focusing on key areas such as urban–rural fringe zones, major distribution hubs for agricultural inputs, and production bases for crops and livestock. They should employ a combination of routine patrols, random spot checks, unannounced inspections, and undercover investigations to comprehensively identify and address issues including counterfeit or unauthorized‑brand production, infringement and counterfeiting, illegal additives, and the substitution of inferior products for superior ones. Efforts should be strengthened to ensure a stable supply of agricultural inputs by enhancing market monitoring and coordinating supply‑demand dynamics, effectively reallocating and transporting scarce items, and keeping logistics and last‑mile delivery channels open and efficient, so as to guarantee timely delivery to villages, retail outlets, and households. Public awareness campaigns against counterfeit agricultural inputs should be intensified to enhance producers’ and operators’ ability to detect and distinguish fake products and use chemicals safely. Farmers are encouraged to report leads on substandard or counterfeit inputs, thereby increasing public participation. Agricultural input approval and management should be streamlined, shifting from ex‑ante review to robust ex‑post supervision and end‑to‑end services. Relevant regulations and supporting rules should be expedited and refined to ensure that deregulation is accompanied by effective oversight and proper follow‑up. Innovative approaches to regulating agricultural inputs should be pursued, with vigorous advancement of law‑enforcement informatization to integrate information across the entire chain—production, distribution, use, and regulatory oversight. The credit‑based regulatory framework should be further improved, and a blacklist system implemented to hold manufacturers and sellers of counterfeit or substandard inputs accountable and make it difficult for them to operate.
　　The meeting stressed the need to earnestly strengthen work on agricultural product quality and safety, launch and implement the “Tackle Prohibited Substances, Promote Improvement” campaign, make vigorous efforts to address the issue of excessive residues of prohibited drugs, rigorously investigate and prosecute the clenbuterol scandal exposed during the March 15 Gala, promptly disclose the findings and outcomes of the investigation to the public, and, drawing broader lessons from this case, carry out targeted rectification campaigns nationwide.
　　Vice Minister Du Hangwei of the Ministry of Public Security and Chief Engineer Han Yi of the State Administration for Market Regulation attended the meeting and addressed the participants. Vice Minister Yu Kangzhen of the Ministry of Agriculture and Rural Affairs chaired the session. Also in attendance were Vice President Gao Jinghong of the Supreme People’s Court, Deputy Minister‑level Full‑Time Member Zhang Zhijie of the Supreme People’s Procuratorate, Deputy Director Wang Wei of the All‑China Federation of Supply and Marketing Cooperatives, Chief Economist and Director of the General Office of the Ministry of Agriculture and Rural Affairs Wei Baigang, and heads of relevant departments from the Ministry of Industry and Information Technology. Heads of relevant departments from Guangxi, Shandong, Jiangsu, and Gansu also delivered remarks during the exchange.
