　　On January 29, the Office of the State Council Safety Commission convened a video conference to review and follow up on the implementation of corrective measures for major and especially serious production safety accidents over the past five years. Liu Wei, Member of the Party Committee and Vice Minister of the Ministry of Emergency Management, attended the meeting and delivered a speech.
　　In accordance with the unified deployment of the State Council Work Safety Committee, from August to October 2020, the Office of the State Council Work Safety Committee organized a focused review of the implementation of corrective measures for 12 particularly serious and 120 major production safety accidents that occurred between 2015 and 2019. To date, the systematic assessment has been fully completed, and the process has moved into the phase of public release and follow-up on rectification efforts.
　　The meeting reported on the overall status of this follow-up review, its outcomes, and several salient issues identified, including: an insufficient grasp of the safety‑development philosophy in some regions; persistent safety shortcomings in high‑risk industries and sectors; inadequate implementation of the “three musts” by relevant departments; and lax, weak day-to-day regulatory oversight and law enforcement.
　　The meeting noted that the primary objective of this follow-up review is to earnestly implement the important instructions of General Secretary Xi Jinping on work safety, to urge relevant local authorities to carry out the decisions and arrangements of the CPC Central Committee and the State Council, to ensure the effective implementation of corrective measures for accidents, to prevent recurrence, and to resolutely prevent and defuse major safety risks. Thanks to the concerted efforts of all localities and departments, the assessment was conducted in a rigorous and standardized manner, with coordinated and efficient collaboration, effectively prompting the relevant localities to revisit past incidents, identify gaps, and re-examine the implementation of accident‑prevention measures, thereby achieving the intended outcomes.
　　The meeting emphasized that all localities and departments must elevate their political awareness, earnestly shoulder their political responsibility for preventing major safety risks, continue to ensure the thorough implementation of follow-up measures, draw broader lessons from specific cases, and resolutely guard against major safety hazards. Furthermore, they should integrate the rectification of issues identified during review inspections with the effective implementation of the spirit of the National Teleconference on Work Safety, thereby advancing the execution of assigned tasks and ensuring a stable work‑safety situation during the Spring Festival and the period of the Two Sessions.
　　Heads of relevant departments and bureaus from member units of the State Council’s Work Safety Committee—including the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Civil Affairs, the Ministry of Ecology and Environment, the Ministry of Transport, the Ministry of Culture and Tourism, the Ministry of Emergency Management, the General Administration of Customs, and the National Energy Administration—attended the meeting at the main venue. Heads of provincial work safety committees, officials from provincial emergency management departments (bureaus) and relevant member units of the provincial work safety committees, as well as responsible officials from the cities where the accidents occurred, attended the meeting at the sub-venues.
