On January 15, the Nanjing Municipal Emergency Management Bureau issued on its official website the “Emergency Notice from the Municipal Safety Committee Office on Immediately Launching a Comprehensive Safety Inspection of the Chemical (Hazardous Chemicals) Industry” (hereinafter referred to as the “Notice”).

The Notice stated that at the Butadiene Recovery Unit of the Nanjing Yangzi Petrochemical Rubber Co., Ltd. within the New Materials Science and Technology Park of the Jiangbei New Area, a sudden flash fire occurred in the butadiene intermediate tank. Preliminary analysis suggests that butadiene in the tank underwent a reaction to form peroxides, which then accumulated. The decomposition of these peroxides triggered an accelerated polymerization of butadiene, releasing substantial heat and causing a rapid pressure rise that exceeded the tank’s maximum operating pressure. The resulting overpressure led to equipment rupture, with butadiene leaking out and igniting in a flash fire. At 19:46 that day, all open flames at the scene had been completely extinguished. No casualties were reported, and on-site monitoring by the ecological and environmental authorities indicated no adverse environmental impact.
