Jiangsu Province has officially released the list of 14 designated chemical industrial parks and 15 designated chemical industry clusters.

The highly anticipated results of the Jiangsu Province chemical park designation have been officially announced. Fourteen parks, including the Nanjing Jiangbei New Materials Science and Technology Park, have been designated as chemical parks, while fifteen others, such as the Yixing City New Materials Industrial Park, have been designated as chemical industry clusters.

On November 2, the General Office of the People’s Government of Jiangsu Province issued Document No. 94 [2020] of the Provincial Government—“Notice of the Provincial Government on Strengthening the Standardized Management of Chemical Industrial Parks and Concentrated Chemical Zones Across the Province”—officially announcing the list of provincially designated chemical industrial parks and concentrated chemical zones.

The document puts forward standardized management guidelines across six key areas: scientifically formulating industrial plans, rigorously standardizing project management, vigorously advancing the implementation of priority remediation projects, strengthening follow-up monitoring and dynamic evaluation, prudently managing the post‑cancellation phase of designated parks (concentration zones), and bolstering the development of a service system to support high‑quality park growth.

Chemical industrial parks and chemical industry clusters serve as crucial platforms for the transformation, upgrading, and high-quality development of the chemical industry. According to available information, 14 coastal and riverside parks have been designated as chemical industrial parks, provided they have established well-defined, complete industrial chains or concentrated clusters of specialized products; meet regulatory requirements for boundary protection distances, park‑level wastewater treatment, and hazardous waste disposal; possess regional planning environmental impact assessments or follow-up evaluations; implement closed‑loop management; and have built municipal fire stations. Meanwhile, 15 other parks that largely satisfy the aforementioned criteria but require further infrastructure improvements in certain areas are classified as chemical industry clusters.

Moreover, inclusion on the list is not a permanent status; the People’s Government of Jiangsu Province will conduct ongoing monitoring and evaluation, as well as dynamic management, of chemical parks and chemical industrial clusters. Going forward, a comprehensive follow-up assessment will be carried out every three years, and any entity that fails to meet the standards or fails to implement timely corrective measures will have its designation as a chemical‑related facility firmly revoked. Chemical industrial clusters are required to align with the Jiangsu Province Criteria for the Recognition of Chemical Parks, intensify efforts to upgrade and rectify their operations, and may apply to be upgraded to chemical parks if they satisfy the relevant criteria.

The notice stipulates that industrial parks (or concentrated zones) no longer designated as chemical‑industry clusters must significantly reduce the number of chemical‑production enterprises, and shall neither permit the establishment of new chemical‑production enterprises nor approve the construction or expansion of such projects. The people’s government of the prefecture‑level city where these parks are located shall, in a coordinated manner, formulate specific implementation plans for transformation, orderly phase‑out, and transitional arrangements, and ensure the proper handling of all related follow‑up matters. Existing chemical‑production enterprises located outside designated chemical parks or concentrated zones may, if they meet the relevant criteria, be designated as key monitoring sites for the chemical industry.
