Ministry of Agriculture and Rural Affairs: A preliminary nationwide network for monitoring and forecasting crop diseases and pests has been established.

According to a notice on the website of the Ministry of Agriculture and Rural Affairs, in its summary response to Proposal No. 5059 (Resource and Environmental Category No. 283) submitted at the Third Session of the 13th National Committee of the Chinese People’s Political Consultative Conference, the Ministry has, through the Plant Protection Capacity‑Enhancement Project, established 1,360 regional pest and disease monitoring stations and 10,000 field monitoring sites nationwide, thereby laying the groundwork for a national network for monitoring and reporting crop pest and disease outbreaks and achieving direct online reporting of major pests, diseases, and plant epidemics across the country.

In addition, the National Forestry and Grassland Administration has established 81 national-level monitoring and reporting stations for forest pests in southwestern regions such as Guangxi and Yunnan, integrating them into the nationwide forest pest monitoring and early-warning network. Meanwhile, the Ministry of Ecology and Environment has issued the “China Biodiversity Conservation Strategy and Action Plan (2011–2030),” designating “enhancing early warning, emergency response, and monitoring capabilities for invasive alien species” as one of its priority actions.

Going forward, the Ministry of Agriculture and Rural Affairs stated that it will continue to work with relevant departments to carry out ongoing monitoring of invasive alien species in the southwestern region.
