Hebei has launched a special law-enforcement campaign to prevent and control hazardous waste, with enterprises in the chemical, pesticide, and related industries located in 96 chemical industrial parks designated as priority targets.

To resolutely implement the newly revised Law on the Prevention and Control of Environmental Pollution by Solid Waste, which officially came into effect on September 1 this year, and to severely crack down on environmental violations involving hazardous waste, the Hebei Provincial Department of Ecology and Environment has decided, effective September 1, to launch a 30-day province-wide special enforcement campaign targeting the prevention and control of hazardous waste pollution. The campaign aims to firmly curb illegal discharge, dumping, and disposal of hazardous waste, thereby safeguarding the health and safety of the public and protecting their property.

The key areas targeted in this special inspection campaign include 190 development zones and 96 chemical industrial parks across the province (including 17 chemical parks that have since been decommissioned), with priority given to all enterprises in industries such as acid processing, chemicals, pharmaceuticals, and agrochemicals.

During this special campaign, environmental enforcement officers will shift their enforcement approach, emphasizing the “process‑based” nature of hazardous waste regulation. By cross‑checking enterprises’ environmental impact assessment reports and discharge permits, they will rigorously investigate and penalize violations such as commencing construction without prior approval, discrepancies between approved plans and actual operations, illegal production, and unauthorized disposal. For cases where enterprises generate large quantities of hazardous waste yet report minimal amounts—or fail to report at all—along with instances of unaccounted transfers or unclear destinations, thorough investigations will be conducted, and environmental offenses such as illicit transfer, illegal dumping, and unauthorized handling of hazardous waste will be severely cracked down upon. In addition, violations involving failure to establish hazardous waste management records in accordance with national regulations; failure to complete and maintain hazardous waste transfer manifests as required; unauthorized transfer of hazardous waste without approval; or providing or entrusting hazardous waste to unlicensed entities or other operators for processing will also be firmly addressed. Any violations uncovered during inspections will be strictly investigated and prosecuted in accordance with the law, with deadlines set for corrective action. Cases suspected of criminal offenses will be promptly referred to public security authorities for criminal prosecution.

This special campaign operates under a three-tiered coordination mechanism at the provincial, municipal, and county levels. At the provincial level, cross‑jurisdictional enforcement teams and on‑call duty teams have been established; the on‑call duty team is responsible for command and dispatch, while 15 out‑of‑jurisdiction enforcement teams conduct province‑wide targeted inspections. Meanwhile, municipalities and counties have mobilized solid‑waste and hazardous‑waste enforcement units to carry out comprehensive inspections of industrial enterprises within their jurisdictions that handle hazardous waste.

To fully leverage public oversight, the Provincial Department of Ecology and Environment will, in accordance with relevant regulations, provide appropriate rewards for verified reports of illegal dumping, unauthorized handling of hazardous waste, and other unlawful or criminal activities.
