On July 14, the National Agricultural Technology Extension Center convened an online consultation meeting on the forecast of disease and pest trends for mid- to late-season rice nationwide in 2020. The meeting reviewed and analyzed the current baseline levels of rice diseases and pests, cultivation conditions, climatic factors, and other relevant circumstances, and assessed the projected trends for major diseases and pests affecting mid- to late-season rice in the second half of the year—particularly the “two‑migration” pests and the viral diseases they transmit—providing a scientific basis for planning and deploying monitoring and early‑warning efforts and for guiding control measures. Technical personnel from plant protection and quarantine agencies in 19 provinces, autonomous regions, and municipalities directly under the central government—the nation’s major rice‑producing areas—as well as experts from Nanjing Agricultural University, the National Meteorological Center, and other research and educational institutions participated at their respective sub‑venues. Wang Fuxiang, Deputy Director of the National Agricultural Technology Extension Center, and Wang Jianqiang, First‑Level Researcher with the Department of Crop Production Management of the Ministry of Agriculture and Rural Affairs, attended the meeting.
The consultation forecasts that major rice diseases and pests will generally occur at a severe level, more so than last year, affecting 980 million mu‑times. Specifically, brown planthopper, stem borer, second-generation stem borer, and sheath blight are expected to occur at a severe to very severe level; blast and false smut will occur at a moderate level; while the third-generation stem borer and southern rice black-streaked dwarf disease are anticipated to occur at a mild level. Other pests such as large stem borer, rice stem fly, and armyworm will also appear to some extent in certain rice-growing areas. Bacterial diseases like bacterial leaf blight pose a risk of widespread outbreaks in coastal, riverine, Huai River‑adjacent, and the central‑southern regions of Southwest China, while panicle rot is expected to occur to some degree in rice‑growing areas of the Yangtze River basin.
The meeting emphasized that, given the grave situation of a resurgence of diseases and pests in mid- and late-season rice, plant protection agencies at all levels must remain highly vigilant, plan ahead, and make meticulous arrangements. They must closely monitor pest and disease outbreaks, and, based on the outcomes of the national consultation, tailor their responses to local conditions and prevailing circumstances. It is imperative to issue timely and accurate local forecasts and early warnings through multiple channels—including television, radio, mobile phones, and the internet—so as to enhance both outreach and implementation rates, effectively leverage pest and disease information, and provide scientifically sound guidance for prevention and control efforts.
