State Council Supervision Team: Identified 26 categories of major risks across 10 industrial sectors in Jiangsu Province, as well as 48 key issues involving local governments and enterprises.

The State Council’s meeting on centralized supervision and promotion of the special rectification campaign for workplace safety in Jiangsu was held in Beijing on April 22 and was broadcast via video link to Party committees, governments, and relevant departments at or above the county level throughout Jiangsu. The meeting emphasized the need to thoroughly implement General Secretary Xi Jinping’s important instructions on strengthening workplace safety and on Jiangsu’s special rectification efforts, firmly uphold the development philosophy of putting people’s lives first and prioritizing safety, focus on the objectives of the special campaign, maintain unwavering commitment to addressing identified issues, persist until goals are achieved, and comprehensively enhance intrinsic safety levels to effectively safeguard the lives and property of the people.
The State Council Supervision Team commended the progress and achievements made in Jiangsu Province’s special campaign to enhance workplace safety during the previous phase. It noted that the Jiangsu Provincial Party Committee and the provincial government have earnestly implemented General Secretary Xi Jinping’s important instructions and the directives of the CPC Central Committee and the State Council, treating this special campaign as a major opportunity to advance safe development, high-quality development, and the modernization of the governance system and governance capacity. They have rigorously fulfilled their primary responsibility for workplace safety, launching the campaign with unprecedented intensity and extraordinary measures. As a result, there has been a significant shift in mindset across the province, workplace safety responsibilities are being firmly enforced, a number of major safety risks have been effectively prevented and mitigated, and foundational safety infrastructure is being steadily strengthened.
The State Council Supervision Team pointed out that it is essential to recognize clearly that the achievements of Jiangsu Province’s special campaign on workplace safety remain only interim; certain bottleneck‑type, root‑cause, and fundamental issues continue to be prominent. In some regions, departments, and enterprises, ideological awareness has yet to fully take hold; the ingrained mindset of prioritizing development over safety has not been genuinely reversed; and the development philosophy of putting life first and safety above all else has not yet taken firm root. Significant gaps persist in rigorously implementing accountability measures, the foundation of safety management remains weak, and the overall workplace safety situation remains grave and complex. In particular, systemic safety risks in the chemical industry are substantial, risks are concentrated in traditional high‑hazard sectors, new types of safety risks are increasingly apparent, and major problems and potential hazards cannot be ignored. Thus, the special campaign still has a long way to go.
The State Council Supervision Team has identified 26 categories of major risks across 10 industrial sectors, as well as 48 key issues at the local government and enterprise levels. Jiangsu Province is required to deepen rectification with a high degree of political awareness, ensuring that leading officials at all levels align their thinking and actions with the important instructions of General Secretary Xi Jinping. They must firmly embrace the new development philosophy, prioritize workplace safety from the standpoint of staying true to our original aspirations and shouldering our mission, and maintain unwavering commitment to rectification until concrete results are achieved. Efforts must be focused on preventing and defusing major safety risks through in-depth rectification. In line with the lists compiled by both the State Council Supervision Team and Jiangsu itself, task assignments and accountability agreements should be issued to cities, counties, relevant departments, and enterprises. Moreover, any hazards or problems beyond these lists must be proactively identified and thoroughly addressed. A rigorous work style is essential to ensure effective implementation, while formalism and bureaucratic practices must be firmly resisted. Deepening rectification also requires tackling underlying, systemic challenges. For key sectors such as hazardous chemicals, measures must address both symptoms and root causes, focusing on institutional, mechanistic, and legal reforms. This includes improving and enforcing the workplace safety responsibility system, fully implementing the “three responsibilities” and “three musts,” refining and putting into practice workplace safety management systems and preventive control mechanisms, guaranteeing adequate investment in workplace safety, making effective use of information technology to enhance regulatory capacity, and establishing sound frameworks for professional talent development and safety training to strengthen science-and‑technology‑based support for safety. Finally, targeted supervision is crucial to drive deeper rectification. The State Council Supervision Team will continue to fulfill its duties of political oversight, accountability monitoring, measure implementation review, and performance evaluation, helping Party committees and governments at all levels in Jiangsu assume their primary responsibility for this special campaign. Particular attention should be paid to employing the “four direct, two no‑visit” approach—conducting both open inspections and undercover investigations, as well as follow-up reviews—to promote progress in building a comprehensive workplace safety governance system and enhancing governance capabilities. Provincial supervision teams dispatched to each city should bolster their efforts, act proactively, engage in constructive interaction with the State Council Supervision Team, hold regular consultations, and pool resources to achieve synergistic results.
The Jiangsu Provincial Party Committee and the Provincial Government stated that Jiangsu Province will earnestly implement the important instructions of General Secretary Xi Jinping, steadfastly uphold the concept of safe development, accept all issues raised by the supervisory team without reservation, and ensure that corrective measures are fully implemented. The province will systematically enhance intrinsic safety, intensify efforts to advance special rectification campaigns, and actively explore long-term governance mechanisms, striving to win this tough battle of targeted remediation with higher standards, stricter requirements, and a more pragmatic work style.
In accordance with the important instructions of General Secretary Xi Jinping and the decisions and arrangements of the CPC Central Committee and the State Council, since late November last year, a special supervision and guidance team for Jiangsu’s work on production safety, led by the Ministry of Emergency Management and composed of 11 departments, has been stationed in Jiangsu to carry out a year-long targeted oversight campaign. Over the past four months, the team has been divided into sub‑groups and deployed to all 13 prefecture-level cities, conducting comprehensive, in-depth inspections and assessments across all 96 counties (county-level cities and districts) in the province. It has revised and refined the province-wide master plan for the special rectification, as well as 27 sector‑specific sub‑plans and 385 city‑level plans, helped identify and address more than 3,800 potential hazards, and compiled “four lists” covering major risks, prominent issues, key tasks, and exemplary practices, thereby continuously advancing the in-depth implementation of Jiangsu’s special campaign on production safety.
