On April 21, the Ministry of Agriculture and Rural Affairs convened a national video conference to advance and implement measures for the prevention and control of major crop diseases and pests. Vice Minister Zhang Taolin attended the meeting and delivered a speech. The conference emphasized that, at this critical juncture when epidemic prevention and control must be coordinated with spring farming production, agricultural and rural departments at all levels should, in accordance with the overarching directives of the CPC Central Committee and the State Council on ensuring food security and controlling plant diseases and pests, step up their efforts, strengthen preventive measures, and spare no effort to safeguard grain yields by effectively curbing pest outbreaks.
The meeting noted that it is expected that this year, China… Wheat Major pests and diseases, including stripe rust, Fusarium head blight, and the fall armyworm, are trending toward more severe outbreaks, with impacts exceeding last year’s levels. To ensure disaster resilience and secure a bountiful harvest, five key measures must be implemented. First, strengthen local accountability by reinforcing organizational leadership, clarifying objectives and tasks, and ensuring the effective execution of control measures. Second, intensify monitoring and early warning systems through comprehensive surveillance and timely information dissemination, while strictly enforcing reporting protocols. Third, adopt a differentiated approach, implementing region-specific management strategies for each pest and disease, fostering a nationwide “unified strategy” mindset, and prioritizing the establishment of three fall armyworm defense lines along the border, the Yangtze River, and the Yellow River. Fourth, launch coordinated control campaigns, cultivate professional pest‑management teams, promote integrated pest management, and encourage community‑based prevention and control efforts. Fifth, provide precise guidance and support by conducting on‑site advisory visits, ensuring the implementation of preventive measures, and disseminating knowledge on sound pest‑control practices and safe pesticide use.
The meeting called for the conscientious implementation of the newly promulgated Regulations on the Prevention and Control of Crop Pests and Diseases, the refinement of supporting regulations, the strengthening of institutional capacity, and the lawful enhancement of pest and disease monitoring and control capabilities.
The meeting was chaired by Ma Aiguo, Chief Agronomist of the Ministry of Agriculture and Rural Affairs.
