On April 13, the Ministry of Agriculture and Rural Affairs, the Ministry of Finance, and the People’s Bank of China convened a video conference in Beijing to promote the full implementation, across the four northeastern provinces and autonomous regions, of the central government’s fiscal and financial policies supporting spring agricultural production, with the aim of ensuring stable grain output and steady supplies of live pigs. Vice Minister of Agriculture and Rural Affairs Liu Huanxin, Vice Minister of Finance Cheng Lihua, and Deputy Governor of the People’s Bank of China Pan Gongsheng attended the meeting and delivered remarks.
　　The meeting emphasized that, with spring plowing now at a critical stage, the four provinces and autonomous regions of Northeast China are key grain-producing areas. It is imperative to treat spring‑field operations as an urgent and top‑priority task, ensuring that the area sown to grain neither decreases nor remains stagnant, thereby laying a solid foundation for a bumper harvest. Furthermore, efforts to restore hog production must be maintained without letup, with full commitment to completing the established targets for stabilizing hog output and ensuring supply on schedule, while striving to achieve even higher goals.
　　The meeting called on the agricultural and rural affairs departments, finance departments, branches of the People’s Bank of China, and relevant financial institutions in the four provinces and one autonomous region of Northeast China to strengthen collaboration and close coordination, establish dedicated task forces, and jointly ensure the effective implementation of central policies such as production subsidies, re-lending, and interest subsidies. It is essential to coordinate the allocation of funds for these policies, act promptly, efficiently, and meticulously, and swiftly disaggregate and refine measures down to the field level and individual households. Furthermore, it is necessary to advance the certification of qualifications for large-scale operators and promote information sharing, establish a seamless mechanism for credit enhancement and risk-sharing, vigorously promote the government–bank–guarantee model, fully leverage the role of agricultural credit guarantee companies, and effectively address the financing needs of large-scale grain and hog producers.
　　Heads of the agricultural and rural affairs (agriculture and animal husbandry) departments of Inner Mongolia, Liaoning, Jilin, and Heilongjiang provinces and autonomous region, along with officials from the Agricultural Development Bank of China and the Agricultural Bank of China, delivered remarks during the exchange.
