Notice on Effectively Implementing the Paperless Application Process for Pesticide Import and Export Notification Forms

On March 2, 2020, the Pesticide Inspection Institute of the Ministry of Agriculture and Rural Affairs issued a notice on implementing paperless applications for pesticide import and export notification forms. The full text of the notice is as follows.
To all provincial pesticide inspection and management authorities, as well as relevant pesticide production and import/export enterprises:
In order to implement the State Council’s requirements for the “delegation, regulation, and service” reform and to carry out the decisions and arrangements for addressing the impact of the COVID‑19 pandemic, further streamline pesticide import and export management services, promote trade in pesticides, and alleviate pressure on enterprises, the Pesticide Management Division of the Ministry of Agriculture and Rural Affairs, in collaboration with the Pesticide Inspection Institute of the Ministry of Agriculture and Rural Affairs, has made concerted efforts and coordinated with relevant departments to provide support. Accordingly, effective March 9, paperless application for pesticide import and export notification forms will be implemented. The relevant matters are hereby notified as follows.
I. Effective March 9, 2020, applications for pesticide import and export notification forms will be submitted in a paperless format.
II. Pesticide manufacturers and import/export enterprises shall access the China International Trade Single Window (http://www.singlewindow.cn), complete enterprise registration, and set up a username and password.
III. Pesticide manufacturers and import/export enterprises shall log in to the “China International Trade Single Window” using their user name and password to process pesticide import/export notification forms, issue pesticide export authorization letters online, and submit application materials electronically; paper-based submissions are no longer required. The Pesticide Inspection Institute of the Ministry of Agriculture and Rural Affairs will conduct online review of the relevant application materials. For applications that meet the requirements, it will transmit the electronic data of the pesticide import/export notification form to Customs and issue the corresponding notification form. As necessary, the Pesticide Inspection Institute may request the submission of additional paper documents.
IV. The period from March 9 to June 9, 2020, shall serve as a transitional phase. During this period, both paper-based and paperless application methods will be implemented concurrently. The website for paper-based applications is the Jinong Project (http://nyyyw.agri.gov.cn). V. The Pesticide Inspection Institute of the Ministry of Agriculture and Rural Affairs will, on an irregular basis, organize provincial pesticide inspection and management authorities to verify the paperless application materials submitted by pesticide production and import‑export enterprises. Any entity found to have submitted false documents will, upon verification, have its issuance of pesticide import‑export notification forms suspended and be subject to penalties in accordance with the relevant provisions of the Regulations on the Administration of Pesticides.
