To this end, our Ministry has formulated the “Key Work Priorities for Crop Production in 2020.” This document is now being circulated to you. Key Work Priorities for the Crop Production Sector in 2020 The year 2020 marks the completion of the goal of building a moderately prosperous society in all respects and the concluding year of the decisive battle against poverty. Consolidating the favorable momentum in the development of the planting sector and ensuring a bumper harvest of grain and agricultural products in this pivotal year of moderate prosperity are of particular significance. The overall guiding principle for the 2020 crop production work is: We will remain guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China, as well as the Second, Third, and Fourth Plenary Sessions of the 19th CPC Central Committee, the Central Economic Work Conference, the Central Rural Work Conference, and the No. 1 Central Document. In accordance with the arrangements made at the National Conference of Directors of Departments of Agriculture and Rural Affairs, we will align ourselves with the goals and tasks for building a moderately prosperous society in all respects, uphold the overarching principle of seeking progress while maintaining stability, adhere to the new development philosophy, deepen supply-side structural reform in agriculture, make every effort to ensure stable agricultural production and secure supplies, and increase farmers’ incomes. We will resolutely safeguard the national food security bottom line, promote green, high-quality development of the planting sector, and, while effectively controlling and preventing the novel coronavirus pneumonia epidemic, coordinate and advance all measures to ensure the steady development of the planting industry, thereby laying a solid foundation for the successful conclusion of the battle against poverty and the comprehensive building of a moderately prosperous society. In terms of objectives, the focus is on “safeguarding the bottom line, optimizing the structure, and enhancing quality.” “Upholding the bottom line” means safeguarding the national food security baseline. Uphold the principle of prioritizing stability, ensuring stable policies, stable acreage, and stable yields. Maintain the total area under the three major grain crops at no less than 1.4 billion mu, with staple food crops accounting for at least 800 million mu, and keep 2020 grain output above 1.3 trillion jin. “Optimizing the structure” means continuing to refine the cropping pattern. Consolidate the achievements of regional structural adjustment, optimize the variety mix, enhance product quality, and increase the supply of green, high-quality agricultural products. “Improving quality” means advancing the green, high-quality development of the planting industry. Promote green production practices, raising the fertilizer and pesticide utilization rates for the three major grain crops to over 40%. Develop regionally distinctive industrial clusters, promote the integrated development of primary, secondary, and tertiary industries, extend industrial chains, and enhance the quality, efficiency, and competitiveness of the agricultural sector. I. Maintain unwavering efforts to ensure the production of grain and other key agricultural products, thereby securing a bumper harvest in the year of moderate prosperity. (1) Make every effort to ensure stable grain production. Implement the strategy for ensuring the supply of grain and other key agricultural products; adjust and refine the minimum purchase price policy for rice and wheat; maintain the overall level of producer subsidies for corn and soybeans; advance pilot programs for full-cost and income insurance for rice, wheat, and corn; stabilize farmers’ basic incomes; and safeguard and stimulate their enthusiasm for grain production. Strengthen the development of high-standard farmland, focusing on grain-production functional zones and key agricultural-product protection areas, and complete the construction of 80 million mu of high-standard farmland and 20 million mu of highly efficient water-saving irrigation systems. We will innovatively launch green, high-quality, and efficient initiatives, select and release a batch of new, high‑quality, high‑efficiency varieties and brands of grain crops, and demonstrate integrated, end‑to‑end technological models for high‑quality, high‑efficiency grain production. Grounded in superior seed varieties, underpinned by mechanization, and supported by socialized services, we will establish standardized production bases characterized by full‑process mechanization, precision application of inputs, and intelligent field management, thereby elevating the scientific and technological level of grain production. (2) Maintain an appropriate level of self-sufficiency in cotton, edible oil, and sugar. Improve support policies for cotton, oilseed, and sugar crops, striving to maintain cotton acreage at 50 million mu, oilseed acreage at 190 million mu, and sugar crop acreage at 24 million mu. Accelerate the promotion of long- and medium-staple cotton, “double-low, double-high” (low erucic acid, low glucosinolate; high yield, high oil) rapeseed, and superior, newly bred domestic sugarcane varieties. Integrate and disseminate green, simplified, and highly efficient cultivation techniques, advance full‑process mechanization tailored to local conditions, reduce labor costs, and enhance quality and economic returns. (3) Ensure the stable supply of “vegetable basket” products. Stabilize vegetable acreage, ensure overall supply‑demand balance, and promote a balanced structure across seasons, regions, and varieties while upholding quality and safety standards—particularly by guaranteeing the production and supply of vegetables and other “vegetable basket” products during epidemic prevention and control. Strengthen winter–spring vegetable production in southern regions, maintain the area under winter greenhouse vegetable cultivation in northern regions, and steadily establish a supply system characterized by complementary varieties, well‑timed availability, and coordinated regional distribution. Integrate and promote green, high-quality, and efficient production technologies—including robust seedling cultivation, water-saving irrigation, precision fertilization, and simplified, labor‑saving farming practices—to elevate the technological level of vegetable production. Strengthen monitoring and analysis of market prices and production‑sales conditions for 26 major vegetable varieties and five types of fruit that are closely tied to people’s livelihoods; promptly issue early warning alerts; enhance coordination between production and sales; and guide scientific planting practices and smooth marketing channels. 4. Promote science-based disaster prevention and mitigation. Assess the annual agro-meteorological conditions and trends in disaster occurrence, and develop disaster prevention and mitigation plans. Establish and improve a rapid response mechanism, and advance the informatization of meteorological disaster monitoring and early warning for the agricultural sector. Strengthen disaster monitoring, maintain close communication and coordination with meteorological, water resources, emergency response, and other relevant departments, and issue timely early warning information. Based on the disaster situation and crop growth stages, technical guidelines for disaster prevention and relief have been developed, and experts and agricultural extension workers have been dispatched to severely affected areas to provide on-site guidance and promote science-based disaster mitigation. Increase disaster relief support, resume production as soon as possible, and strive to mitigate disaster-related losses. (5) Strengthen the prevention and control of the fall armyworm. Strengthen accountability for prevention and control, establishing a mechanism in which departments provide guidance, the province assumes overall responsibility, and counties ensure implementation. Develop contingency plans, and, targeting the Southwest and South China, the Yangtze River Basin, and the Huanghuaihai corn and wheat‑producing regions, formulate region‑specific measures and make early preparations for supplies and technologies. Enhance monitoring and early warning by organizing joint regional surveillance, increasing the density of monitoring and reporting stations, and ensuring full coverage of border areas in Southwest and South China, migratory flyway corridors, and major corn and wheat‑growing zones, while promptly issuing timely alerts. Promote science‑based control, adhering to the principles of addressing issues early and at their onset, tailoring strategies to specific regions and timeframes, and mobilizing all resources for eradication. Focus on priority areas, strengthen targeted guidance, and vigorously advance integrated pest management, community‑based prevention and control, and coordinated joint efforts, thereby preventing large‑scale, contiguous outbreaks of the fall armyworm and keeping damage losses below 5%. (6) Strengthen the prevention and control of major plant diseases and pests. Advance the construction of plant protection projects, improve the network of field monitoring stations for major pest and disease outbreaks, and enhance the intelligence and standardization of monitoring. Organize and implement initiatives to prevent diseases and control pests in order to secure bumper harvests, with particular emphasis on the prevention and control of wheat stripe rust and Fusarium head blight, as well as rice pests that migrate over long distances and rice blast—high‑risk, migratory, and epidemic‑prone pests and diseases—ensuring that overall damage caused by major pests and diseases remains below 5%. Launch a campaign to establish “100 Counties for Professionalized Unified Prevention and Control,” thereby increasing the coverage of such integrated management. Focus on intercepting and controlling major plant quarantine threats, including citrus Huanglongbing, codling moth, Colorado potato beetle, and golden nematode, while promoting joint law‑enforcement efforts at high‑quality seed‑production bases in Hainan, Gansu, and other regions, and strengthening epidemic monitoring and quarantine supervision. (7) Strengthen local responsibilities for ensuring stable production and supply. Strengthen the assessment of the provincial governor responsibility system for food security, further refine the assessment indicators, enforce stringent scoring criteria, and increase the weighting assigned to investments in grain production. This will encourage major grain-producing provinces to boost their production capacity and non‑major producing provinces to enhance their self-sufficiency rates, while ensuring that the sown area and output of grain in all provinces, autonomous regions, and municipalities directly under the central government remain broadly stable. Research will be conducted to establish a monitoring and early-warning mechanism for grain production, scientifically define province-specific self-sufficiency targets and minimum requirements, strengthen ongoing tracking and analysis as well as timely early warning, reinforce the accountability of local governments, and enhance the capacity to ensure food security. We will ensure the effective implementation of the “vegetable basket” mayoral responsibility system and enhance the self-sufficiency of vegetables in large and medium-sized cities. II. Continuously advance structural adjustment and optimization to enhance the quality and efficiency of crop production. (8) Consolidate the achievements of structural adjustment. Consolidate the achievements of structural adjustments in the “sickle‑shaped” regions and prevent a sharp rebound in corn acreage in non‑advantaged areas. Enhance corn production capacity in key producing regions and ensure that the national corn acreage remains broadly stable. Continue implementing the Soybean Revitalization Plan, intensifying support for high-yielding soybean varieties and the promotion of innovative intercropping practices involving corn and soybeans. Maintain soybean acreage at 140 million mu, establish 40 large-scale demonstration plots—each spanning 1,000 mu—featuring integrated demonstrations of cutting-edge, forward-looking varieties and technologies, and leverage these demonstrations to boost soybean yield levels as well as oil and protein content. Tailoring practices to local conditions, we will demonstrate and promote the maize–soybean strip intercropping system in the Huanghuaihai, Southwest, and Northwest regions, thereby expanding the area available for soybean production. Actively develop rapeseed production in the Yangtze River Basin and expand peanut cultivation in the Huang-Huai-Hai region. (9) Actively develop industries with distinctive advantages. Develop regionally tailored specialty industries, including fruits, vegetables, tea, edible mushrooms, coarse grains and pulses, tubers, traditional Chinese medicinal materials, sericulture, and floriculture. Optimize the spatial layout by aligning production patterns with resource endowments, ecological conditions, and industrial foundations, ensuring they are compatible with the resource and environmental carrying capacity. Optimize the product mix and, in response to diversified and personalized consumer demand, expand the supply of green, high-quality products that are diverse, safe, nutritious, and health‑promoting. Conduct screening of low-fluoride tea varieties and promote related cultivation techniques, and establish a number of demonstration low-fluoride tea gardens in the main production areas of border‑sale tea. Further implement the National Plan for the Development of Authentic Chinese Medicinal Material Production Bases (2018–2025), designate and certify a number of such production bases, and guide the concentration of Chinese medicinal material production in regions with proven authentic‑origin advantages. (10) Steadily advance pilot programs for crop rotation and fallow land. More than 30 million mu of land will be designated for pilot programs on crop rotation and fallow systems, with crop rotation as the primary approach and fallow as a supplementary measure, thereby expanding the area under rotation and reducing the area under fallow. Stabilize the area under corn–soybean rotation in Northeast China, with a focus on expanding the scale of rice–rapeseed and corn–soybean or peanut rotations in the Yangtze River Basin and the Huanghuaihai Plain, while appropriately increasing the scale of wheat–tuber crops or legumes, and corn–legume rotations in Northwest China. Gradually phase out fallow‑land restoration tasks in areas where local enthusiasm is low, pilot outcomes have been mediocre, and the three-year pilot period has expired. III. Steadily enhance the quality and profitability of the planting sector, thereby supporting poverty alleviation through agriculture and increasing farmers’ incomes. (11) Promote the enhancement of the quality of grain development. Optimize the quality structure by vigorously developing high-quality rice, specialized wheat, and premium edible soybeans, and guide new types of agricultural operators to engage in large-scale cultivation, standardized production, and industrialized management. Strengthen the linkage between production and sales, encourage contract farming and targeted procurement and storage, and ensure that high-quality products command premium prices. Organize nationwide events to showcase and promote high-quality rice and specialized wheat, publicly announce a roster of staple‑grain varieties and brands that combine superior yield with excellent eating quality, and develop a number of model towns and counties that excel in producing premium raw grains, standardizing processing, and building strong, branded products. (12) Promote the integrated development of industries. Promote the integration of production, processing, and sales, and vigorously develop contract farming. Encourage leading enterprises to establish processing demonstration bases, thereby promoting on-site processing, transformation, and value addition of agricultural products. Support localities in leveraging their resource endowments to develop distinctive, full‑chain agricultural industries, foster competitive industrial clusters, and promote the integrated development of the primary, secondary, and tertiary sectors. Leveraging the National Cotton Industry Alliance (CCIA), we are advancing the deep integration of a unified “technology‑provider–producer–consumer” value chain, establishing high‑quality cotton production bases, and building the renowned national cotton brand “CCIA.” In key production areas for apples, citrus, grapes, and other crops, a number of standardized production demonstration bases will be established, implementing a production model featuring “one contract, one base, one set of standards, one team, and one insurance policy.” This approach will foster new industries and business models such as leisure picking and agritourism, thereby unlocking the potential for increased incomes in the agricultural sector. (13) Enhance quality and safety standards. Improve the standards system for pesticides and fertilizers, and organize the development or revision of 1,000 pesticide‑residue standards. Accelerate the formulation and revision of a set of fertilizer‑safety standards, as well as standards for pesticide products and testing methods. Expedite the integration and deployment of a number of standardized, green, high‑quality, and efficient technological models, and encourage new types of agricultural operators to produce in accordance with these standards, thereby playing a demonstrative and leading role. Strengthen oversight and inspection of the safe use of pesticides, and intensify efforts to investigate and address violations such as the unauthorized or restricted use of prohibited pesticides, the use of pesticides beyond approved scopes, and failure to strictly observe pre‑harvest intervals. Promote the rational application of pesticides, facilitate the substitution of environmentally friendly, green pesticides for conventional ones, reduce pesticide residues, and ensure the quality and safety of agricultural products. (14) Solidly advance industry-based poverty alleviation. Focusing on deeply impoverished areas such as the “Three Regions and Three Prefectures,” leveraging local resource advantages, we will strengthen support for distinctive poverty‑alleviation industries and accelerate the development of sustainable, long‑term poverty‑reduction sectors. Implement integrated demonstration projects for technology models tailored to the distinctive industries of poverty-stricken areas, focusing on pressing issues and weak links, intensifying the promotion of standardized, eco-friendly production practices, reducing fertilizer and pesticide use while enhancing efficiency, and thereby achieving cost savings, productivity gains, and increased yields. Adhering to the approach of combining poverty alleviation with the empowerment of aspirations and knowledge, we have dispatched expert teams in the agricultural sector to impoverished areas to provide technical guidance, intensified training in specialized industries, and strengthened endogenous drivers of development. Support impoverished areas in connecting the production and demand of specialty products, expanding markets for these products, and enhancing the quality and profitability of poverty‑alleviation industries. IV. Vigorously promote green production practices to foster the sustainable development of the crop sector. (15) Continuously promote the reduction of fertilizer use while enhancing its efficiency. Carry out in-depth initiatives to reduce fertilizer use while enhancing efficiency, ensuring that fertilizer utilization rates exceed 40% and maintaining a decline in overall fertilizer application. Strengthen the foundation of soil-testing‑based, formula‑guided fertilization by continuing soil testing, fertilizer efficacy trials, and field experiments on fertilizer use efficiency. Leveraging information technologies such as blockchain and cloud computing, systematically analyze fifteen years of big data from soil‑testing‑based fertilization programs and develop region‑ and crop‑specific, science‑based fertilization recommendations. Promote collaboration between agricultural enterprises and research institutions to scientifically formulate comprehensive fertilizer formulas and ensure their effective implementation. Select 300 major grain, cotton, and oilseed-producing counties to pilot fertilizer reduction and efficiency‑enhancement measures, integrating and scaling up high‑efficiency fertilization techniques—such as deep‑side‑dressing for rice, simultaneous sowing of fertilizer with seeds for corn, and single‑application fertilization for wheat—and introducing innovative fertilizer products, thereby demonstrating and driving nationwide progress in reducing fertilizer use and improving its efficiency. Systematically summarize the experiences and best practices from the “13th Five-Year Plan” initiative to achieve zero growth in fertilizer application, explore and establish replicable, scalable technical models and operational mechanisms for fertilizer reduction and efficiency enhancement, and facilitate their broader adoption across the country. (16) Deeply advance the substitution of organic fertilizers for chemical fertilizers. The scope of the pilot program to replace chemical fertilizers with organic fertilizers for fruits, vegetables, and tea is being tilted toward regions such as the Yangtze River Economic Belt and the Yellow River Basin. The range of pilot crops is expanding from apples, citrus, vegetables, and tea to other horticultural crops that feature local characteristics and hold significant potential for reducing fertilizer use. Efforts are actively being made to integrate this initiative with the resource‑based utilization of livestock and poultry manure, with replacement trials launched in major livestock‑raising cities within key fruit, vegetable, and tea production areas. Innovative institutional mechanisms are being introduced to encourage pilot provinces to refine systems such as “build first, subsidize later,” combined evaluation and assessment, and a mix of incentives and penalties. Through government procurement of services, social service organizations and enterprises are being guided to provide end‑to‑end, entrusted, and professional services covering the entire process of organic fertilizer production and application, thereby optimizing fertilizer formulations and increasing the use of organic fertilizers. Work is accelerating on revising the national agricultural industry standard for organic fertilizers, conducting risk assessments of their application, and exploring the establishment of a positive‑list system for organic fertilizer raw materials. (17) Continuously promote the reduction of pesticide use while enhancing efficacy. Carry out in-depth initiatives to reduce pesticide use while enhancing efficacy, ensuring that pesticide utilization rates exceed 40% and maintaining a decline in overall pesticide application. Implement green pest management measures to replace chemical control, continue establishing 100 demonstration counties for green pest management, and prioritize the promotion of eco‑friendly control methods, biological control, physicochemical trapping, honeybee pollination, and other green technologies for yield enhancement, as well as new types of plant protection machinery. Support the development of specialized plant protection service organizations and advance the integration of unified pest management with green pest control. Launch the “One Million Farmers Training on Scientific and Safe Pesticide Use” campaign, strengthen technical guidance, promote precision and efficient application techniques, rotational use of pesticides, and other scientifically sound practices, and strive to elevate the level of safe and responsible pesticide use. (18) Vigorously develop rainfed, water-saving agriculture. In accordance with the requirements of controlling the total volume of agricultural irrigation water and improving water-use efficiency, integrated promotion of dryland water-saving agricultural technologies is being implemented. Based on water resource endowments, adjust the cropping structure, promote water‑appropriate cultivation, and demonstrate and disseminate drought‑resistant, water‑saving technologies such as water storage and soil moisture conservation, rainwater harvesting for supplemental irrigation, ridge‑furrow irrigation, soil‑moisture‑based precision irrigation, integrated water–fertilizer management, and stress‑tolerant practices, thereby enhancing the efficiency of water resource utilization. In dryland farming regions such as North China and Northwest China, 220 high-standard demonstration zones for water-saving dryland agriculture have been established, driving the widespread adoption of water-saving technologies and increasing water productivity in these zones by more than 10%. (19) Explore the implementation of recycling programs for pesticide and fertilizer packaging waste. In coordination with the Ministry of Ecology and Environment, the Measures for the Recycling and Disposal of Pesticide Packaging Waste have been formulated and issued. Conduct monitoring and surveys on the collection and recycling of pesticide packaging waste. Promote the recycling of pesticide packaging waste, explore recycling models tailored to local conditions, delineate the recycling obligations of manufacturers, distributors, and users, encourage users to voluntarily return pesticide packaging waste, and guide specialized integrated pest management organizations to provide recycling services for such waste. Implement the “Guiding Opinions on the Recycling and Treatment of Fertilizer Packaging Waste” and explore pilot programs for the collection and treatment of such waste. Strengthen the summarization of pilot‑project experiences, publicize and promote effective practices from across regions, and guide the orderly implementation of the collection and treatment of pesticide and fertilizer packaging waste. V. Strengthen industry management and institutional development to enhance the efficiency of agricultural production. (20) Comprehensively strengthen the supervision and management of pesticides. Strengthen guidance on the production, management, and operation of pesticides, and conduct information monitoring of pesticide production, sales, and use. Actively yet prudently advance the phase-out of highly toxic pesticides by selecting two to three such products for risk assessment and justification, and implementing bans as appropriate. Promote the establishment of a pesticide quality traceability system and an integrity‑based regulatory framework for manufacturers, organize random quality inspections, and rigorously investigate and prosecute the manufacture and sale of counterfeit or substandard pesticides. Launch initiatives to develop standardized service outlets for pesticide distribution, providing model examples to encourage operators to adopt compliant business practices. Enhance oversight of workplace safety, urging and guiding pesticide producers, distributors, and users to fulfill their primary responsibilities for ensuring safe operations. In spring and autumn, hold two nationwide specialized training sessions on pesticide management, focusing on provincial‑level personnel involved in pesticide administration, law enforcement, and supervision, as well as key staff at the city and county levels, to provide technical guidance and support for local capacity‑building efforts. (21) Strengthen the supervision and management of fertilizers. Strengthen forecasting and analysis of fertilizer demand, establish a regular consultation mechanism among distribution agencies, industry associations, and large enterprises, and promptly release monitoring information—including updates on fertilizer market prices and analyses of supply-and-demand dynamics during critical agricultural periods—to effectively support agricultural production. Conduct safety risk assessments for products such as organic fertilizers and soil conditioners. In accordance with the “double-random, one-public” requirements, organize quality‑supervision spot checks on fertilizer products to safeguard farmers’ legitimate rights and interests. (22) Optimize administrative licensing and approval procedures. In accordance with the State Council’s “delegation, regulation, and service” requirements, we will further streamline technical reviews, expert evaluations, and administrative approvals to enhance the quality of pesticide registration. We will refine the “green channel” policy for pesticide registration and approval, fostering a favorable environment for the registration of biopesticides, alternatives to highly toxic pesticides, and products tailored to niche small‑scale crops, as well as for corporate mergers and acquisitions. We will optimize import‑export management services for pesticides and advance mutual recognition of pesticide registration test data. We will also push forward reforms in fertilizer administrative licensing and approval, streamlining registration procedures for fertilizers that pose low safety risks, have mature production processes, and exhibit stable quality, while strictly regulating those with potential safety hazards—such as products whose quality issues could cause irreversible damage to crop growth and the soil environment. We will standardize quarantine approvals for imported plant materials, improve the risk‑assessment system, and ensure the safety of introductions. Furthermore, we will upgrade the National Agricultural Plant Quarantine Information Management System, strengthening its online application, end‑to‑end processing, and real‑time tracking capabilities for origin‑site quarantine, transit quarantine, and import‑related quarantine, thereby enabling one‑stop online handling of licensing matters and full traceability throughout the entire production and transportation process. (23) Promote the development of a legal and regulatory framework for the crop production sector. Promote the promulgation of the Regulations on the Prevention and Control of Crop Pests and Diseases, and promptly formulate supporting regulations. Organize nationwide training sessions on pest and disease control laws and regulations to widely disseminate and publicize the Regulations on the Prevention and Control of Crop Pests and Diseases, the Measures for the Recycling and Disposal of Pesticide Packaging Waste, and other relevant statutes and rules. Accelerate the legislative process for the Law on Food Security Assurance. (24) Advance the preparation of plans and the conduct of major research projects. Focusing on the green, high-quality development of the crop‑production sector and the establishment of a modern agricultural production system, the “National Crop‑Production Development Plan (2021–2025)” has been formulated, clearly outlining the overall vision and key objectives for crop‑production development during the 14th Five-Year Plan period. In addition, the “National Pesticide Industry Development Plan (2021–2025)” has been prepared, providing top‑level guidance on pesticide‑production site planning, capacity scale, product mix, and policy measures. Furthermore, major research projects—such as those on policies supporting and safeguarding grain production—have been launched to enhance the precision and targeted effectiveness of these policies.
