    Inner Mongolia will no longer establish new chemical industrial parks and will strengthen safety oversight measures.

      A recently jointly issued document by the Inner Mongolia Autonomous Region’s departments of Industry and Information Technology, Development and Reform, and Ecology and Environment indicates that the region will no longer designate new chemical industrial parks, will strictly enforce industry access standards, and will promote industrial transformation and upgrading to enhance the safety and green‑development performance of the chemical sector.
      In accordance with the provisions of the document titled “Several Regulations on Further Standardizing Project Construction in the Chemical Industry of the Inner Mongolia Autonomous Region,” the autonomous region will strictly adhere to the designated ecological space, agricultural space, and urban space, as well as the control lines including the ecological protection red line, permanent basic farmland, and urban development boundary. Within the “Three Zones and Three Lines” framework, no new, renovated, or expanded chemical projects shall be approved or filed.
      At the same time, projects shall be concentrated within industrial parks. Except for existing chemical parks, no new chemical parks shall be established. For existing parks seeking to expand their area, they must maintain a minimum distance of one kilometer from the banks of the Songhua River, Haihe River, Liaohe River, and the Inner Mongolia sections of the upper and middle reaches of the Yellow River, as well as from the banks of their major tributaries. The construction of new, renovated, or expanded chemical projects is strictly prohibited in parks where safety capacity has been exceeded. Labor-intensive non‑chemical enterprises shall not be co‑located with chemical enterprises within the same park.
      In addition, strict industrial access controls are in place. New production capacity in sectors such as coke, calcium carbide, PVC, caustic soda (excluding natural alkali), soda ash (excluding natural alkali), urea, ammonium phosphate, and yellow phosphorus is subject to rigorous oversight; projects that are deemed necessary must undergo equivalent‑or‑reduced‑capacity replacement. Any new, renovated, or expanded chemical projects must comply with the requirements of the relevant planning environmental impact assessments and review opinions. Production wastewater is strictly prohibited from being discharged directly into the environment, and any resulting biochemical sludge or salt sludge must be managed as hazardous waste. Evaporation ponds, drying ponds, oxidation ponds, and temporary storage ponds must be constructed in accordance with hazardous waste landfill standards.
      The regulations also mandate the accelerated technological upgrading of existing chemical enterprises. Enterprises that fail to meet standards for energy consumption, environmental protection, safety, technology, or product quality shall be required to undergo remediation within a specified timeframe; those that remain non‑compliant after such measures are implemented shall, in accordance with the law, be shut down and phased out. The regulations further support the use of advanced technologies—such as clean production and intelligent control—to upgrade and modernize existing production facilities, and encourage the replacement of human labor with machinery and the reduction of manpower through automation in high‑risk chemical processes and operations involving high temperatures, high pressures, flammability, explosiveness, toxicity, corrosivity, or irritancy.
