    Hebei: Conducts routine safety production inspections once every two years.

    The Provincial Safety Production Committee recently issued the “Regulations on Safety Production Inspections in Hebei Province.” According to these regulations, the CPC Provincial Committee and the Provincial Government have instituted a safety production inspection system, conducting inspections of the Party committees and governments of all cities (including Dingzhou and Xinji), the Party Working Committee and Administrative Committee of the Xiongan New Area, and the relevant provincial departments responsible for safety production supervision and management. The scope of inspections is extended to lower-level Party committees, governments, their respective departments, and key enterprises and public institutions. Routine inspections are carried out every two years, with follow-up reviews conducted as needed to assess the implementation of corrective measures. In response to prominent safety production issues, targeted special inspections may be organized depending on the circumstances.

    The regulations stipulate that the Provincial Party Committee and the Provincial Government have established a Leading Group for Work Safety Inspection, comprising the General Office of the Provincial Party Committee, the Organization Department of the Provincial Party Committee, the Publicity Department of the Provincial Party Committee, the General Office of the Provincial Government, the Department of Justice of the Province, the Emergency Management Department of the Province, and the People’s Procuratorate of the Province, among others, to organize, coordinate, and advance work safety inspection activities. The Provincial Work Safety Commission Office is authorized to assume specific responsibilities for the overall planning, command and dispatch, guidance and coordination, follow-up on corrective measures, and provision of funding and vehicle support for these inspections. Members of the inspection teams shall observe recusal rules regarding appointment, geographic location, and official duties when carrying out their inspection tasks.

    Specialized safety‑production inspections are conducted directly to address problems, strengthen deterrence, and ensure strict accountability. The inspection agenda primarily includes: matters explicitly mandated by the Provincial Party Committee and the Provincial Government; prominent safety‑production issues in key regions, critical sectors, and priority industries; typical cases of inadequate follow‑up on rectification measures identified during previous inspections; and other matters deemed worthy of special inspection. During these inspections, measures such as admonitory talks, public notifications, and accountability mechanisms are fully leveraged to drive effective problem resolution and maximize the impact of the inspection process.

    Any leads regarding violations of laws, regulations, or disciplinary rules discovered during inspections shall, in accordance with relevant provisions and the division of responsibilities, be referred to the competent authorities and the relevant local Party committees and governments for investigation and handling in compliance with law and regulations. Matters involving serious outstanding problems or potential safety hazards shall be reported to the Provincial Safety Committee Office for public oversight and supervision. Where inspections reveal evidence of suspected criminal activity, such cases shall be transferred to the supervisory or judicial organs for lawful handling in accordance with applicable regulations.

    According to the regulations, the Provincial Safety Committee Office will incorporate the inspection results and rectification progress of the inspected entities, as well as the findings of the inspection teams, into the annual work safety assessment, and report them to the provincial discipline inspection and supervision authorities and the organization departments. The Organization Department of the Provincial Party Committee will use the inspection outcomes and rectification results as an important reference for assessing, rewarding or disciplining, and appointing the leading bodies and cadres of the party committees and governments of the inspected regions, the Party Working Committee and Management Committee of the Xiongan New Area, and the relevant provincial departments.

    The regulation explicitly stipulates that the “Hebei Province Work Safety Inspection System” (Document No. 7 [2016] of the Hebei Provincial Work Safety Committee), issued on June 6, 2016, is hereby repealed concurrently.
