Hebei Province is advancing science and technology reform by simultaneously streamlining processes and strengthening institutional capacity.

Hebei News Network reports (by reporter Wang Lüdan): “Two of our group’s subsidiaries have been recognized as national-level high-tech enterprises and national-level technology-based SMEs, and they have benefited from favorable tax policies, including corporate income tax reductions and additional VAT deductions, which have boosted the company’s innovation and entrepreneurial vitality,” said Xiao Fei, Chairman of Rentian Communications Group Co., Ltd., with evident satisfaction to a reporter recently.

In recent years, Hebei Province has focused on addressing key bottlenecks in innovation-driven development and accelerated the pace of scientific and technological reform. In 2018, the province issued the “Hebei Province Three-Year Action Plan for Scientific and Technological Innovation (2018–2020),” establishing a three-tiered coordination mechanism at the provincial, municipal, and county levels that ensures vertical alignment from top to bottom and horizontal coverage across all sectors.

To date, the province has added 278 new key laboratories and enterprise technology centers at or above the provincial level, reported over 1,900 national high-tech enterprises to the Ministry of Science and Technology, and seen nearly 10,000 additional provincial-level science-and‑technology‑oriented small and medium-sized enterprises.

Adhering to self-reform and cutting away at the roots of inefficiency, the province has streamlined its scientific planning. According to a responsible official from the Hebei Provincial Department of Science and Technology, since the beginning of this year, Hebei has simplified procedures, significantly reduced the number of program levels and specialized projects, conducted technology forecasting and solicited needs, scientifically drafted application guidelines, established a negative list for submissions, implemented direct project reporting for key provincial universities and central government agencies stationed in Hebei, and restructured its management and review systems through decentralization and checks and balances.

At the same time, remuneration incentives for project leaders undertaking major research tasks will be strengthened; higher education institutions and research institutes will be granted autonomy over the ownership and utilization of intellectual property arising from externally commissioned projects; and tax preferential policies for cash rewards on scientific and technological achievements will be implemented.

The full benefits of favorable policies have been realized, yielding abundant achievements in scientific and technological development. According to available data, from January to September 2019, Hebei Province’s total technology transaction value reached RMB 52.325 billion, surpassing the entire year’s figure for 2017. Hebei’s innovation capability ranking stands at 19th nationwide, a four-place improvement over the previous year, while its comprehensive science and technology innovation index ranks 21st nationally, up three places from 2017.

“Insufficient capabilities in developing critical core technologies leave us vulnerable to being ‘choked’ by others,” said a relevant official from the Provincial Department of Science and Technology. “This compels us to leverage innovation to strengthen our foundations and deepen reforms to enhance quality and efficiency.”

To boost enthusiasm for science and technology reform, Hebei Province has formulated and issued documents such as the “Opinions on Deepening Reform of the Science and Technology System to Promote High-Quality Development” and the “Hebei Province Key Core Technology R&D Plan (2019–2022).” To date, the province boasts 86 national-level maker spaces, a 16.2% increase compared with the end of 2017; and 88 national-level Star Creation Spaces, up 46.7% from the end of 2017. The total number of key laboratories, technology innovation centers, and industrial technology research institutes at or above the provincial level has reached 654, representing a 42.84% rise since the end of 2017.
