China will strengthen the management of pesticide packaging waste, explore the establishment of a long-term mechanism for its disposal, and promote the environmentally sound treatment of such waste.

On the 16th, at the National On-site Observation Meeting on Green Agricultural Production and Pesticide Reduction and Efficiency Enhancement in Northern China, held in Bayannur City, Inner Mongolia, Zhu Enlin, Deputy Director-General of the Pesticide Management Division of the Ministry of Agriculture and Rural Affairs, stated that China will, in accordance with the principle of “whoever purchases returns it, whoever sells collects it, and whoever produces handles it,” accelerate the establishment of a pesticide‑packaging waste recycling and disposal system based primarily on the model of “market entities responsible for collection, specialized institutions for treatment, and public financial support,” thereby fostering a favorable environment that encourages nationwide participation in recycling.

Agricultural authorities across China have coordinated with environmental protection, finance, and other relevant departments to advance the disposal of pesticide packaging waste in a proactive yet prudent manner, while tailoring approaches to local conditions and developing model practices. For example, Jilin Province has adopted a source‑based strategy, piloting the establishment of pesticide‑mixing stations that employ standardized mixing equipment and larger‑volume packaging to significantly reduce the volume of pesticide packaging waste. Meanwhile, Qinghai Province has launched a pilot program for the collection of pesticide packaging waste, setting up centralized storage facilities, recycling centers, and collection points, and has so far recovered more than 10 million units of such waste, thereby further raising environmental awareness among users of pesticides.

At the on-site observation meeting, reporters learned that Bayannur City, in accordance with the principle of “the operator is responsible for collection, and the user is responsible for return,” has explicitly stipulated that pesticide retailers are primarily tasked with collecting pesticide packaging waste, with the government providing a subsidy of 13 yuan per kilogram. The city has established 58 township‑level transfer stations and six banner/county/district‑level centralized storage centers, thereby creating a three‑tiered recycling system—“village collection, township transfer, county storage”—and has cumulatively recovered 187 tons of pesticide packaging waste.

At present, various regions across China are piloting the collection and disposal of pesticide packaging waste and are organizing its safe and environmentally sound treatment.
