    At the consultation meeting on the trend of agricultural pest and disease outbreaks in Hebei Province for the second half of 2019, held at the end of June, it was learned that, based on preliminary observations of pest and disease incidence, baseline surveys, and a comprehensive analysis incorporating factors such as crop‑planting patterns, farming practices, cultivar resistance, ecological conditions, and weather forecasts—along with actual outbreak data from late June across various regions—experts project that major crop pests and diseases throughout the province will generally occur at moderate levels in the second half of 2019. According to expert assessments, during the first and middle parts of July, the likelihood of adult fall armyworms entering the northern corn‑producing areas—including the Huanghuaihai Plain and North China—is expected to increase, warranting particular attention to outbreak dynamics in the province’s key summer corn‑growing regions.

    Experts analyze that, during the first and middle parts of July, the likelihood of adult fall armyworms entering major northern corn‑producing regions such as the Huanghuaihai Plain and North China will increase. Particular attention should be paid to monitoring the pest’s occurrence across the province’s key summer corn‑growing areas, with timely implementation of surveillance and control measures to prevent severe damage caused by missing seedlings and broken rows.
     
    At present, spring corn in northern Hebei Province is at the jointing to booting stage, while early‑sown spring corn in the central and southern regions has already headed. Summer corn is at the emergence to six‑leaf stage. Overall, corn diseases and pests in the province are at a moderate level, with localized outbreaks of greater severity; migratory pests such as the armyworm and the beet armyworm are causing high‑density, concentrated damage in certain areas. In the second half of the year, mid‑ to late‑season corn diseases and pests are expected to occur at a moderate level overall, with localized episodes of greater severity, primarily involving borers, leaf‑feeding insects, sap‑sucking pests, and foliar diseases. The armyworm may also pose a risk of concentrated damage in specific locales.
     
    This year, the autumn locust outbreak in Hebei Province is expected to be relatively mild overall, with an affected area of approximately 1.4 million mu. The peak of the third instar nymph stage is forecast for around August 10 in the central and southern parts of the province, and in mid-August in the northern regions; the infested areas are mainly concentrated along the coast, around Baiyangdian Lake, near reservoirs, and in floodplain zones. In the agro-pastoral ecotone of the Bashang Plateau and its adjacent areas, the infestation is expected to be mild. Autumn soil locusts are projected to affect about 2 million mu.
     
    Late blight of potatoes has been generally mild in the Bashang region of Hebei Province, with some fields experiencing moderate to severe outbreaks. In cotton, mid- and late-season pests and diseases are expected to occur at a moderate level overall, with boll disease and cotton mirids occurring at a moderate level and locally reaching moderate to severe levels. Whiteflies, whitefly species, summer aphids, and red spider mites are anticipated to occur at a moderate level. The third generation of cotton bollworm and cotton verticillium wilt are expected to occur at a relatively mild level.
     
    In the second half of the year, peanut diseases and pests in Hebei Province are expected to occur at a generally moderate level. Specifically, peanut leaf spot is forecast to be mild overall, with localized areas experiencing more severe outbreaks; scab, stem rot, anthracnose, bacterial wilt, and rust are expected to occur at low levels. The third generation of cotton bollworm is anticipated to be moderately prevalent, while the beet armyworm may see heavier infestations in some regions.
     
    Overall, vegetable pests and diseases are at a moderate level of incidence, with localized areas experiencing more severe outbreaks. Specifically, cucumber downy mildew, cucumber powdery mildew, cucumber bacterial angular leaf spot, Chinese cabbage downy mildew, and eggplant verticillium wilt are occurring at a relatively severe level. Tomato early blight, tomato late blight, cucumber target spot, brown spot, Chinese cabbage soft rot, green pepper blight, and celery leaf spot are at a moderate level, with some localized areas showing more severe infestations. Bean rust, as well as viral diseases affecting cucurbits, solanaceous crops, and cruciferous vegetables, are ranging from mild to moderate in severity, while root-knot nematode disease is locally more severe. The incidence of tomato yellow leaf curl virus is strongly influenced by the use of resistant varieties; non‑resistant tomato cultivars are likely to experience more severe outbreaks, and tomato bacterial pith necrosis is on the rise.
