Recently, the National Development and Reform Commission and the Ministry of Commerce issued the “Catalogue of Industries Encouraged for Foreign Investment (2019 Edition),” which will take effect on July 30, 2019.
In terms of content, it comprises two sub‑directories: first, the National Catalogue of Industries Encouraged for Foreign Investment (the National Catalogue), which applies nationwide and constitutes a policy to promote foreign investment in specific industries; second, the Catalogue of Industries with Comparative Advantages for Foreign Investment in the Central and Western Regions (the Central and Western Catalogue), which is primarily applicable to the central and western regions as well as the northeastern region and serves as a regional policy to encourage foreign investment.
The 2019 Edition of the Catalogue of Industries for Encouraging Foreign Investment continues to prioritize manufacturing as a key area for attracting foreign investment. More than 80 percent of the newly added or revised entries in the national catalogue fall under the manufacturing sector, supporting greater foreign investment in high-end manufacturing, intelligent manufacturing, green manufacturing, and related fields.
Twenty-two categories of the chemical industry are encouraged for foreign investment, including supporting raw materials for synthetic materials, raw materials for synthetic fibers, synthetic rubber, engineering plastics and plastic alloys, electronic-grade chemicals, high-performance coatings, high-performance fluoropolymers, fluorinated membrane materials, as well as the production, storage, and transportation of hydrogen fuel in liquefied form, and the manufacture of organic polymer materials.
In the new materials industry, new or revised entries have been added for aerospace-grade new materials, monocrystalline silicon, and large-diameter silicon wafers, among others.
(1) Petroleum Processing, Coking, and Nuclear Fuel Processing Industries
Phenolic oil processing, wash oil processing, and high-end utilization of coal tar pitch (excluding modified asphalt)
(II) Chemical Raw Materials and Chemical Products Manufacturing
1. Development and production of novel downstream products based on polyvinyl chloride and organosilicon compounds
2. Supporting raw materials for synthetic materials: propylene oxide produced via the hydrogen peroxide–propylene oxidation process, epichlorohydrin produced via the hydrogen peroxide–allyl chloride oxidation process, dimethyl naphthalene dicarboxylate (NDC), 1,4-cyclohexanediol (CHDM), adiponitrile produced by the butadiene process at a capacity of 50,000 tons/year or more, hexamethylenediamine, and high-performance polyurethane formulations.
3. Development and production of high‑carbon α‑olefin copolymerized metallocene polyethylene and other advanced polyolefins.
4. Synthetic fiber raw materials: nylon 66 salt and 1,3-propanediol production
5. Continuous copolymerization modification of differentiated, functional polyesters (PET), including cationic‑dye‑able polyesters (CDP, ECDP), alkali‑soluble polyesters (COPET), high‑shrinkage polyesters (HSPET), flame‑retardant polyesters, low‑melt polyesters, and others; melt‑spinning with in‑line additive incorporation to produce differentiated, functional fibers (such as antistatic, UV‑protective, and colored fibers) via continuous processes; intelligent, ultra‑realistic manufacturing of differentiated, functional polyesters (PET) and fibers; and the production of differentiated, functional modified fibers for other chemical fiber types, including acrylic, nylon, spandex, viscose, and more.
6. Synthetic rubbers: production of polyurethane rubber, acrylate rubber, chloroprene rubber, as well as specialty rubbers such as fluoroelastomers and silicone rubber.
7. Engineering Plastics and Plastic Alloys: Production of polycarbonate (PC) via the non‑phosgene process, polyoxymethylene, polyphenylene sulfide, polyether ether ketone, polyimide, polysulfone, polyethersulfone, polyarylate (PAR), polyphenylene ether, polybutylene terephthalate (PBT), polyamide (PA) and their modified materials, liquid crystal polymers, and other products, with an annual capacity of 60,000 tons or more.
8. Fine Chemicals: new catalyst products and technologies, commercialization technologies for dyes and pigments, electronic chemicals and papermaking chemicals, leather chemicals (excluding N,N-dimethylformamide), oilfield additives, surfactants, water treatment agents, adhesives and sealants, production of inorganic fibers and inorganic nanomaterials, and advanced processing of pigment surface coating.
9. Production of low-VOC inks such as water-based inks, electron-beam-curable and UV-curable inks, as well as environmentally friendly organic solvents.
10. Production of natural fragrances, synthetic fragrances, and isolated fragrances
11. Production of high-performance coatings, high-solids and solvent-free coatings and their corresponding resins, as well as waterborne industrial coatings and their associated waterborne resins.
12. High-performance fluororesins and fluoropolymer films, fluorine-containing pharmaceutical intermediates, and the production of environmentally friendly fluorinated refrigerants, cleaning agents, and blowing agents.
13. Hydrogen fuel production, storage, transportation, and liquefaction
14. Production and supply of large-scale, high-pressure, high-purity industrial gases (including electronic-grade gases)
15. Production through the recovery of fluorine resources from phosphate chemical processing and aluminum smelting

Production of organic polymer materials: aircraft skin coatings, rare-earth cerium sulfide red dyes, lead-free electronic packaging materials, specialized photoresist pastes for color plasma display panels, ultrafine fibers with small diameters and high specific surface areas, high-precision fuel filter paper, lithium-ion battery separators, self-healing surface‑treatment materials, and superhydrophobic nanocoating materials.
(3) Chemical Fiber Manufacturing
1. Production of differentiated chemical fibers, including aramids, carbon fibers, high-strength and high-modulus polyethylene, polyphenylene sulfide (PPS), and other advanced synthetic fibers (excluding viscose fiber).
2. Production of novel polyesters for both fiber and non-fiber applications: polytrimethylene terephthalate (PTT), poly(ethylene naphthalate) (PEN), poly(cyclohexylene dimethylene terephthalate) (PCT), and glycol-modified poly(ethylene terephthalate) (PETG).
3. Producing biomass fibers using novel renewable resources and environmentally friendly processes, including lyocell cellulose fibers produced via a new solvent-based method, regenerated cellulose fibers derived from bamboo, hemp, and other raw materials, polylactic acid (PLA) fibers, chitin fibers, polyhydroxyalkanoate (PHA) fibers, and animal- and plant‑based protein fibers, among others.
