    Hebei: Adjusting the Filing Authority for Chemical Construction Projects

    Recently, Hebei Province issued a notice on adjusting the filing authority for chemical construction projects. To strengthen comprehensive safety oversight across the entire chemical industry chain throughout the province, tighten industry access and project management, and elevate the overall level of safe development, with the approval of the provincial government, the following adjustments to the filing authority for chemical construction projects are hereby announced: To the People’s Governments of all cities (including Dingzhou and Xinji), the Xiong’an New Area Administrative Committee, and the relevant departments of the provincial government: To strengthen comprehensive safety oversight across the entire chemical industry chain throughout the province, tighten industry access and project management, and elevate the overall level of safe development, with the approval of the provincial government, the following adjustments to the filing authority for chemical construction projects are hereby announced: 1.

    Recently, Hebei Province issued a notice on adjusting the filing authority for chemical construction projects. To strengthen end-to-end safety oversight across the province’s chemical industry, tighten industry access and project management, and elevate the overall level of safe development, with the approval of the provincial government, the following adjustments to the filing authority for chemical construction projects throughout the province are hereby announced:

    To the People’s Governments of all cities (including Dingzhou and Xinji City), the Management Committee of the Xiongan New Area, and the relevant departments of the Provincial Government:
     
    To strengthen comprehensive, end-to-end safety oversight across the province’s chemical industry, tighten industry access and project management, and elevate the overall level of safe development, with the approval of the Provincial Government, the following notice is hereby issued regarding the adjustment of filing authorities for chemical construction projects throughout the province:
     
    1. For projects involving key regulated hazardous chemical processes, key regulated hazardous chemicals, and major hazard sources (hereinafter referred to as “Two Key Areas and One Major Hazard”), the Provincial Safety Production Committee Office shall take the lead in organizing relevant provincial departments to conduct a joint review; upon successful completion of the review, the project shall be filed with the provincial investment authority.
     
    2. For hazardous chemical projects that do not fall under the “Two Key Areas and One Major Hazard” category, the municipal safety committee office shall take the lead in organizing the relevant municipal departments to conduct a joint review; upon successful approval, the project shall be filed with the municipal investment authority.
     
    3. Technical renovation projects that do not involve the addition of new production capacity, as well as projects for addressing safety hazards, comprehensive environmental remediation, and non‑hazardous chemical‑related chemical projects, along with other construction projects undertaken by chemical enterprises required to obtain a hazardous chemicals use permit, shall continue to be filed with the local investment authorities.
     
    4. Except for projects listed in the National 13th Five-Year Plan for the Development of the Petroleum and Chemical Industries, the Provincial 13th Five-Year Plan for Petrochemical Industry Development, as well as on-site gasification at large metallurgical facilities, sulfuric acid, sulfur, ethanol production from metallurgical off-gases, organic fertilizer production from waste, and hydrogen production coupled with wind power generation or bromine extraction from seawater—none of which are suitable for inclusion in the park—no new chemical projects may be initiated or expanded outside the park.
     
    This Notice shall take effect from the date of its issuance. In cases where previous documents have explicitly stipulated filing authorities for the aforementioned chemical construction projects that are inconsistent with this Notice, this Notice shall prevail.
