Guided by the principles of “enhancing research quality, promoting scientific and technological innovation, and accelerating the translation of research outcomes,” and in accordance with the national award nomination guidelines and evaluation criteria, the panel reviewed the work of Shenyang Zhonghua. Pesticide The major achievement “Natural Source” has been completed by Professor Liu Changling’s team at the Chemical Research and Development Co., Ltd. Fungicide “The Development and Application of Clove‑derived Fungicide and Its Synergistic Compositions” was subjected to advisory evaluation across key stages, including project initiation, the R&D process, technological innovation, and commercial promotion.
The expert panel heard Professor Liu Changling’s report, reviewed the nomination dossier, and verified the supporting materials demonstrating the innovation. Following questioning and deliberation, the panel unanimously concluded that:

This achievement involved the molecular design and synthesis of fungicides based on natural products, leading to the development of a novel fungicide, clove‑derived fungistat. Following activity evaluation and toxicological studies… Test Research on environmental safety assessment, synergistic formulation development, and field applications has yielded a series of innovative results. These achievements exhibit distinct novelty, creativity, and practical utility; in particular, the efficacy and safety of clove‑derived fungicide have both surpassed those of comparable international products, reaching an internationally leading level.

This achievement has been granted 40 invention patents, including one China Invention Patent Award for Excellence and five patents granted in the United States, Japan, the European Union, and other jurisdictions. Additionally, 34 SCI‑indexed papers have been published, and one monograph has been released.

As one of the earliest domestic third-party professional evaluation institutions accredited by the Ministry of Science and Technology, the Chinese Agricultural Society provides independent assessment and evaluation services for applications for national, ministerial, and provincial science and technology awards. From 2014 to 2018, more than 50% of the agricultural projects that received national awards each year were evaluated by the Chinese Agricultural Society.
