Recently, the Ministry of Ecology and Environment’s “Three Determinations” plan—the Regulations on the Functional Allocation, Internal Organizational Structure, and Staffing of the Ministry of Ecology and Environment (hereinafter referred to as the “Regulations”)—has been officially released. The ministry has established new departments, including the Department of Solid Waste and Chemicals, the Central Office for Ecological and Environmental Protection Inspection, and the Bureau of Ecological and Environmental Law Enforcement, further strengthening environmental oversight in areas such as solid waste and chemicals. Specifically, the Department of Solid Waste and Chemicals is responsible for the supervision and management of pollution prevention and control related to solid waste, chemicals, heavy metals, and other substances nationwide. It also organizes and implements licensing for the operation and export approval of hazardous waste, permits for the import of solid waste, registration for the import and export of toxic chemicals, and procedures for new chemical substances.

In addition, the Regulations for the first time introduce the concept of policy impact assessment. The Department of Environmental Impact Assessment and Emission Management is responsible for conducting environmental impact assessments of plans, policies, and projects, as well as for the comprehensive coordination and management of pollutant discharge permitting; it also drafts and implements the ecological and environmental access list.
