BEIJING, Nov. 11 (Xinhua) — By reporter Huang Taoming: The Ministry of Emergency Management announced on the 11th that the 2025 central-level safety production assessment and inspection campaign has officially kicked off. Twenty-two central assessment and inspection teams, led by responsible officials from relevant member units of the State Council’s Work Safety Committee, have successively deployed to 31 provinces, autonomous regions, municipalities directly under the central government, and the Xinjiang Production and Construction Corps to conduct assessments and inspections of safety production efforts for 2025, with the work scheduled for completion by the end of November. As of November 10, ten of these central teams had already arrived in Shanxi, Heilongjiang, Liaoning, Jiangsu, Jiangxi, Hainan, Chongqing, Yunnan, Gansu, and Xinjiang to begin their operations.

This assessment and inspection is the first annual safety‑production review conducted since the General Office of the CPC Central Committee and the General Office of the State Council issued the Measures for Safety‑Production Assessment and Inspection. The review focuses on how Party committees, governments, and relevant departments have fulfilled their safety‑production responsibilities and on the outcomes of key initiatives. It employs a range of methods, including symposiums and inquiries, open and undercover inspections, review of critical documentation, interviews and consultations, individual discussions, and expert guidance and support. At the same time, it verifies previously identified leads on potential hazards and conducts spot checks to assess the implementation of corrective measures and systemic governance for issues flagged during open and undercover inspections in the first three quarters. By rigorously carrying out this annual assessment and inspection, the initiative seeks to help Party committees and governments at all levels, as well as relevant departments, better balance development with safety, continuously strengthen and improve safety‑production efforts, resolutely prevent and curb the occurrence of serious and extremely serious accidents, and promote sustained stability in the national safety‑production landscape. Throughout the process, strict adherence will be maintained to the spirit of the CPC Central Committee’s Eight‑Point Decision and its implementing rules, with equal emphasis on enhancing the quality and effectiveness of the assessment and inspection and on addressing formalism to alleviate burdens on the grassroots level. The approach of “frequent briefings, numerous supervisory letters, extensive undercover inspections, and extensive documentation of hazard‑prone scenarios” will be applied throughout the entire process.

In December, the central safety production assessment and inspection teams will conduct on-site evaluations of 40 member units of the State Council Work Safety Committee. For issues and deficiencies identified at the local level, they will trace their root causes back to the relevant member units and promote solutions through top-level design.
