    Pooling the People’s Wisdom to Draw Up a Blueprint for Development—General Secretary Xi Jinping’s Important Instructions Have Set the Course for Crafting the 15th Five-Year Plan.

      General Secretary Xi Jinping recently issued important instructions on studying and incorporating the views and suggestions of internet users regarding the formulation of the 15th Five-Year Plan, emphasizing that “we must conduct extensive and in-depth investigations to understand the people’s conditions, listen to their voices, and pool their wisdom, thereby forging a powerful synergy to advance Chinese modernization and continuously fulfill the people’s aspirations for a better life.” Participants expressed that they will thoroughly implement the spirit of General Secretary Xi Jinping’s important instructions, unite as one, work earnestly and pragmatically, and jointly paint a new chapter of development during the 15th Five-Year Plan period.

      From May 20 to June 20 this year, the drafting of the 15th Five-Year Plan launched an online consultation campaign, receiving a total of over 3.113 million suggestions from internet users, which provided valuable input for the plan’s formulation.

      General Secretary Xi Jinping pointed out in his important instructions: “The online consultation campaign for the formulation of the 15th Five-Year Plan has enjoyed high participation and broad coverage, serving as a vivid example of whole-process people’s democracy.”

      On this point, Dong Yu, Executive Deputy Dean of the China Development Planning Institute at Tsinghua University, expressed deep resonance. “This online consultation campaign aims to fully draw on the fresh experiences accumulated by cadres and the public in practice, thereby highlighting a people-centered value orientation and a development vision that seeks to enable the people to lead better lives,” said Dong Yu.

      During this online consultation campaign, Yang Yousong, principal of the No. 2 Middle School in Heqing County, Yunnan Province, actively participated and put forward proposals such as “addressing the shortcomings in digital infrastructure for rural education” and “optimizing policies to ensure that children accompanying their parents can attend schools nearby.” “General Secretary Xi Jinping’s important instructions have greatly inspired me. I will continue to base my work on practical realities, promptly bring forward the challenges faced by students and the suggestions I have developed in teaching, and contribute my part to building a strong country through education.”

      Since the beginning of this year, Guangdong Huitian Aerospace Technology Co., Ltd. has intensified its innovation efforts by focusing on key areas and critical links, overcoming numerous technical challenges. General Secretary Xi Jinping’s important instructions have greatly inspired the company’s founder, Zhao Deli: “Flying cars represent a crucial frontier in the industries of the future.       The formulation of the Five-Year Plan bears on the national economy and the people’s livelihood. In response to the many valuable opinions and suggestions put forward by the general public online, General Secretary Xi Jinping has explicitly instructed that “relevant departments should carefully study and incorporate them.”

      “Under the unified leadership of the CPC Central Committee, formulating and implementing five-year plans by pooling the wisdom and strength of the entire nation is one of our distinct political advantages. We will thoroughly study and implement the important instructions of General Secretary Xi Jinping, and throughout the preparation of the 15th Five-Year Plan, we will adhere to an open‑door approach to solicit advice and draw on broad-based input, widely soliciting opinions and suggestions through multiple channels and in diverse forms. In doing so, we will strive to fully incorporate societal expectations, the collective wisdom of the people, expert insights, and grassroots experience into the plan, thereby continuously enhancing its scientific rigor and practical feasibility,” said Peng Shicheng, Deputy Director-General of the Department of Development Strategy and Planning at the National Development and Reform Commission.

      “During this online consultation campaign, a broad spectrum of internet users focused on housing security and put forward many valuable suggestions. We will actively incorporate these inputs, continuously meet the public’s diverse and multifaceted housing needs, and ensure that the people’s wisdom is truly translated into effective governance,” said Wang Zhen, Director of the Shanghai Municipal Commission of Housing and Urban–Rural Development.

      In the office of the Shandan Community in Saihan District, Hohhot, Inner Mongolia, community leader Hu Shanyuan is discussing with grid workers ways to address residents’ concerns. “Planning for economic and social development during the 15th Five-Year Plan period ultimately aims to improve the daily lives of every household. General Secretary Xi Jinping has emphasized that ‘we must always put the people first.’ We will further streamline channels for online public feedback, fully listen to and incorporate the people’s demands, ensuring that public opinion collection is substantive, that suggestions are addressed earnestly, and that policies deliver tangible results,” said Hu Shanyuan.

      “The General Secretary has emphasized the need to ‘extensively and thoroughly understand the people’s conditions, listen to their voices, and pool their wisdom,’ which has provided clear guidance and priorities for planning the comprehensive revitalization of rural areas. We will continue to go door-to-door to explain policies, inquire about incomes, and identify needs, doing everything possible to boost agricultural efficiency, invigorate rural communities, and increase farmers’ incomes, thereby rallying a powerful synergy to advance the all-round revitalization of our countryside,” said Zhang Zhengrong, Party Secretary of the Jinlong Village Party Branch in Shazi Subdistrict, Yanhe Tujia Autonomous County, Tongren City, Guizhou Province.
