  BEIJING, May 23 (Xinhua) — Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission, recently issued important instructions on the work of building spiritual civilization. He pointed out that the coordinated development of material and spiritual civilizations is a defining feature of Chinese modernization. Since the 18th National Congress of the CPC, the Party Central Committee has continuously advanced the construction of socialist spiritual civilization, consolidated and strengthened mainstream social values, fostered a more vigorous and uplifting national spirit, and significantly enhanced the civic literacy and the overall level of social civility.

  Xi Jinping emphasized that, in the new era and on the new journey, the development of spiritual civilization must usher in a fresh outlook and achieve new accomplishments. We must unswervingly use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to forge unity of mind and fortify the soul, strengthen education in ideals and convictions, and widely promote the core socialist values. We should place greater emphasis on cultivating people through culture and nurturing them with cultural enrichment, continuously enriching the spiritual lives of the people and fostering their all-round development. We must coordinate and advance efforts in cultivating civility, practicing civility, and building civilized communities; promote the integrated development of spiritual civilization between urban and rural areas; strengthen civic moral development; give full play to the exemplary role of advanced models; and further foster a social ethos that aspires to progress and goodness. We need to strengthen organizational leadership, deepen reform and innovation, mobilize broad public participation, and establish a long-term mechanism for the coordinated and comprehensive advancement of spiritual civilization. By driving high-quality development in this field, we will provide powerful spiritual strength for national rejuvenation and the building of a modern socialist country.

  The National Conference on Commendation for Spiritual Civilization Development was held in Beijing on May 23. During the conference, important instructions from Xi Jinping were conveyed. Cai Qi, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Secretary of the Secretariat of the CPC Central Committee, attended the conference and delivered a speech.

  In his address, Cai Qi pointed out that General Secretary Xi Jinping’s important instructions are of a high-level, incisive, and profound nature, possessing strong political relevance, ideological depth, pertinence, and guiding significance, and must be earnestly studied and thoroughly implemented.

  Cai Qi pointed out that since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at its core has placed spiritual civilization building in a prominent position and has planned and advanced a series of major initiatives. The series of important expositions and directives delivered by General Secretary Xi Jinping have provided scientifically sound answers to a range of major theoretical and practical questions concerning spiritual civilization building in the new era, deepened our Party’s understanding of the underlying principles governing socialist spiritual civilization, and constitute an essential component of Xi Jinping Thought on Culture, offering crucial guidance for advancing this work.

  Cai Qi emphasized the need to comprehensively implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th CPC Central Committee, to study and apply Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era in depth, and to thoroughly study General Secretary Xi Jinping’s important expositions on the building of spiritual civilization. He called for a profound understanding of the decisive significance of the “two establishments,” resolute adherence to the “two safeguards,” and the harnessing of high‑quality development in spiritual civilization as a powerful source of spiritual strength to advance Chinese modernization. It is essential to continuously deepen theoretical education, coordinate publicity and popularization efforts, and vigorously promote implementation, thereby driving the study, dissemination, and application of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to ever greater depths. We must grasp the contemporary characteristics and developmental trends of spiritual civilization, and integrate efforts to cultivate civility, foster civic practice, and build civilized communities. We should coordinate the advancement of spiritual civilization in both urban and rural areas, enhance the quality and effectiveness of creating model cities of civility, and promote the development of sound rural customs and practices. We must give full play to the exemplary and leading role of advanced models, strengthen the study and publicity of heroic figures and role models, and foster throughout society a spirit of striving for excellence and moral integrity. We should promote the flourishing and development of culture, enrich the cultural lives of the people, and provide robust nourishment for the cause of spiritual civilization. Finally, we must ensure that the Party’s leadership is integrated into every aspect and stage of spiritual‑civilization work, and that all decisions and arrangements of the CPC Central Committee are implemented faithfully and without compromise.
