The mandatory national standard “General Specifications for Standardization of Work Safety in Enterprises Handling Hazardous Chemicals” has been released.

The Ministry of Emergency Management has organized the development of the mandatory national standard “General Specifications for Standardization of Work Safety in Enterprises Handling Hazardous Chemicals” (GB 45673-2025), which was recently issued and will come into effect on November 1, 2025.
This standard integrates the technical content of seven industry standards, including the “General Specifications for Safety Standardization of Enterprises Handling Hazardous Chemicals” (AQ3013-2008), incorporates the principles of chemical process safety management, and addresses issues revealed by recent accidents. It places particular emphasis on the prevention and control of major safety risks, setting out management requirements across 14 areas—such as safety leadership, the safety production responsibility system, equipment integrity, stakeholder engagement, and change management—and establishes provisions for the application of new technologies and digital and intelligent control systems, thereby meeting the new circumstances and evolving needs of enterprises pursuing high-quality development.
The promulgation and implementation of this standard will provide crucial normative support for hazardous chemical enterprises in advancing standardized safety production, further helping them enhance their safety performance and prevent and curb serious and extremely serious accidents.
