“Solidly implementing policies and measures to promote the development of the private sector is the current priority in advancing its growth,” stated General Secretary Xi Jinping in his important address at the symposium on private enterprises, providing fundamental guidance for further strengthening related work.
The “Measures for the Implementation of the Regulations on Fair Competition Review” were issued, and the “Administrative Measures for the Development of Government‑Backed Financing Guarantees” were promulgated to support small and micro enterprises and other market entities, while efforts to foster innovation‑driven entities were advanced… Following the symposium, a series of policies and measures to promote the development of the private sector were swiftly rolled out from the central level down to local authorities, with rigorous efforts to ensure effective implementation and translate the CPC Central Committee’s decisions and arrangements into concrete results.
In February, China’s SME Development Index rose to 89.8, reaching its highest level in nearly four years; in the first two months, private investment in the manufacturing sector increased by 10.2% year on year. To consolidate this momentum and foster new growth, it is especially important for all stakeholders to maintain a steady stream of supportive policies and implement more effective, concrete measures.
Wherever the private sector’s concerns lie, concrete and effective measures must follow. Issues such as market access, the burden on businesses, and law enforcement oversight—key elements of the business environment—are matters of widespread concern for private enterprises. We must resolutely dismantle all barriers that prevent the lawful, equal use of production factors and fair participation in market competition; continue to make vigorous efforts to address the difficulties and high costs of financing faced by private firms; and launch targeted campaigns to curb arbitrary fees, fines, inspections, and asset seizures. Recently, a series of directives issued by the CPC Central Committee have sent a clear signal of strong support for the private sector. All localities and departments should, in light of their specific circumstances, further deepen, refine, and implement these measures, enhance the precision of policies, ensure rigorous execution at every level, and effectively resolve the challenges and problems confronting the development of the private economy.
To further stimulate the development of the private sector, concrete and effective measures must focus on expanding opportunities. In key areas such as railways, nuclear power, water conservancy, and new‑type infrastructure, China has launched a series of major projects designed to attract private capital, thereby opening up new avenues for growth and bolstering confidence in the private economy. To invigorate the private sector and leverage its strengths, we will continue to support and guide private enterprises in making strategic investments in emerging and future‑oriented industries, while introducing a number of attractive large‑scale projects in the infrastructure sector, thus providing greater convenience for private firms to participate in “dual‑focus” and “dual‑new” initiatives. At the same time, we will work to open more major scientific and technological projects and critical application scenarios to private enterprises, enabling capable private firms to take on leading roles in tackling key technological challenges.
With the confluence of favorable policies and robust market vitality, and with concrete measures coupled with rigorous implementation, the private sector—like a thriving forest—will grow ever more resilient, flourishing, and verdant.
