    The Ministry of Agriculture and Rural Affairs has established an expedited review channel for pesticide registration to enhance approval efficiency.

    Recently, the Ministry of Agriculture and Rural Affairs has formulated service measures to facilitate the re‑registration of pesticide products that have not yet been approved, establishing an expedited review channel for pesticide registration and enhancing approval efficiency. Specifically: first, by streamlining documentation—companies may, based on the feedback from the previous review, submit only the materials pertaining to the rejected portions, eliminating the need to resubmit the entire registration dossier; second, by optimizing review procedures—unnecessary steps have been reduced; and third, by shortening timelines—the review period has been significantly shortened, helping companies save time and accelerate product market entry.

     

    In recent years, building on strengthened internal regulatory oversight of pesticide registration reviews, the Ministry of Agriculture and Rural Affairs has streamlined administrative services for pesticide registration and introduced a series of measures designed to facilitate business operations and benefit enterprises. It has implemented a “one‑enterprise‑one‑policy” approach, bolstered technical guidance, and supported innovation and development in the pesticide industry. A green channel has been established for the registration of biopesticides and products targeting specialty minor crops, thereby fostering the growth of rural specialty industries and advancing green agricultural development. A system for correcting minor deficiencies through supplementary submissions has been put in place to increase the first‑time approval rate for pesticide registrations. In addition, the ministry has instituted “Director’s Reception Days,” “Enterprise Open Days,” a “Technical Consultation Email,” and a dedicated hotline to promptly address and resolve technical challenges faced by registrants.

     

    Going forward, the Ministry of Agriculture and Rural Affairs will introduce a series of measures in areas such as pesticide industry planning, scientific and technological innovation, export trade, and market regulation, to accelerate the high-quality development of the pesticide sector and provide robust support for national food security and the comprehensive revitalization of rural areas.
