Bearing the expectations and earnest trust of the people across the province, the Third Session of the 14th Hebei Provincial People’s Congress opened today in Shijiazhuang. Deputies to the provincial people’s congress, hailing from all corners of the province and representing every sector of society, carry the solemn mandate of the people as they exercise their powers in accordance with the law, deliberating together on strategies for high-quality development and jointly formulating sound policies to write a new chapter in Hebei’s pursuit of Chinese‑style modernization. This is a momentous event in the political life of the entire province, and we extend our warmest congratulations on the convening of this session!

The year 2024, which has just concluded, marked the 75th anniversary of the founding of the People’s Republic of China and the 70th anniversary of the establishment of the National People’s Congress. Under the united leadership of the Hebei Provincial Party Committee, the province’s vast ranks of Party members, cadres, and people have fully implemented the spirit of the 20th National Congress of the Communist Party of China, as well as the spirit of the Second and Third Plenary Sessions of the 20th Central Committee. They have deepened reform and opening-up across the board and made solid progress in pursuing high-quality development. Today, Hebei is driven by a powerful momentum to keep President Xi Jinping’s instructions firmly in mind and to forge ahead with gratitude; its spirit of emancipating the mind and striving for progress continues to be invigorated; a vibrant landscape of taking responsibility, tackling tough challenges, and overcoming obstacles keeps expanding; and a clean, upright political environment conducive to work and entrepreneurship is steadily improving. As a result, all undertakings have achieved new successes and displayed a fresh outlook, and solid strides have been made in building Hebei into a strong economic province and a beautiful land. These encouraging achievements are the fruit of the hard work and dedication of Party members, cadres, and the people throughout the province, and they embody the wisdom and strength of people’s congresses at all levels and their deputies.

Over the past year, under the leadership of the Hebei Provincial Party Committee, the Provincial People’s Congress and its Standing Committee have fully implemented the spirit of the Sixth Plenary Session of the Tenth Provincial Party Committee, the Seventh Plenary Session of the Tenth Provincial Party Committee, and the Provincial Economic Work Conference. They have conscientiously fulfilled all duties entrusted by the Constitution and laws, strengthened ideological and political guidance, steadfastly used the Party’s innovative theories to unite hearts and forge souls, and carried out Party discipline study and education in a rigorous and pragmatic manner, demonstrating new commitment to upholding political principles with clear-cut stance. They have leveraged the role of legislation as a safeguard, reinforced legislative work across various fields, and focused on enhancing the quality and effectiveness of local legislation, thereby delivering high‑quality legal provisions. They have improved the effectiveness of oversight, conducted targeted special inspections, sustained coordinated oversight, deepened collaborative supervision, and carried out solid oversight in key areas, achieving new progress in supporting the province’s economic and social development and in advancing reform‑driven tasks. They have given full play to the principal role of deputies, breaking new ground in better serving and ensuring that deputies perform their duties in accordance with the law, and have focused on enhancing deputies’ competence and capabilities, injecting fresh momentum into the building of the “four organs.”

This year marks the concluding year of the 14th Five-Year Plan, a period when the tasks of reform, development, and stability are exceptionally demanding. The time to further deepen reform across the board is now; it is all the more imperative to fully leverage the strengths of the system of people’s congresses, earnestly practice whole-process people’s democracy, and rally the common will to write a new chapter in Hebei’s pursuit of Chinese‑style modernization. People’s congresses at all levels throughout the province and their standing committees must uphold the organic unity of Party leadership, the people being masters of the country, and governance according to law. They should continue to study in depth Xi Jinping Thought on the Rule of Law and General Secretary Xi Jinping’s important ideas on upholding and improving the system of people’s congresses, firmly anchoring the work of the people’s congresses in the correct political direction, and ensuring that this system is upheld, improved, and effectively operated. They must perform their duties efficiently and in accordance with the law, proactively adapt to the needs of reform and development, and shoulder new missions and make fresh contributions as they help the province sustainably break through to higher‑quality growth. They should safeguard deputies’ lawful performance of their duties, strengthen capacity‑building for representative work, enrich the content and forms of deputies’ ties with the people, and implement whole‑process people’s democracy with more concrete measures. Upholding political development as the overarching principle, they must continuously strengthen their own institutional capacity and strive to open up a new phase in the work of people’s congresses across the province. All delegates present should earnestly assume their responsibilities and fulfill their duties with a high sense of responsibility to the Party and the people, performing their functions conscientiously and in strict compliance with the law, fully reflecting the aspirations of the people of the entire province, drawing on the wisdom of the broad masses, maintaining firm confidence, acting with vigor, and pooling powerful forces to accelerate the building of an economically strong and beautiful Hebei, thus injecting vigorous vitality into the cause of Chinese‑style modernization in Hebei.
