This June marks the 23rd National “Work Safety Month,” with the theme “Everyone Speaks of Safety, Everyone Knows How to Respond to Emergencies—Keeping Lifelines Clear.” Fire‑fighting access routes may seem unremarkable in everyday life, but during a fire, they are the lifeline for those trapped. Illegally occupying these pathways will be severely punished!

In a residential community in Hebei District, Tianjin, shared bicycles and mobility scooters for seniors are blocking the community’s fire lanes.

For your own safety and the safety of others, please be sure to follow these guidelines:

1. During operations, business entities shall not place debris indiscriminately, shall not conduct business in public passageways, and must never block or lock emergency exits.

2. Residents should not pile up items in hallways, stairwells, or other common areas.

3. When driving, do not arbitrarily occupy fire truck access lanes;

4. When installing anti-theft window grilles, avoid enclosing the space completely; be sure to leave a secure access door.

5. If you discover that a fire door at a nearby facility has been damaged, do not ignore it; promptly report it to the relevant authorities.

What legal liabilities will be incurred for occupying or obstructing fire lanes?

Article 286 of the Civil Code provides: Owners shall comply with laws, regulations, and the management rules. The owners’ assembly or the owners’ committee shall, with respect to any acts that damage the legitimate rights and interests of others—such as arbitrarily discarding waste, discharging pollutants or noise, keeping animals in violation of regulations, erecting unauthorized structures, encroaching upon common passageways, or refusing to pay property management fees—have the right, in accordance with laws, regulations, and the management rules, to request the perpetrator to cease the infringement, remove obstructions, eliminate hazards, restore the original condition, and compensate for losses.

If the actor refuses to perform the relevant obligations, the parties concerned may file a complaint with the competent administrative authority, which shall handle the matter in accordance with the law.

Article 28 of the Fire Protection Law stipulates: No organization or individual may damage, misappropriate, or arbitrarily dismantle or disable fire-fighting facilities and equipment; nor may they bury, enclose, or obstruct fire hydrants, or occupy fire separation distances. Furthermore, no one may occupy, block, or seal evacuation routes, safety exits, or fire truck accessways. In places where large numbers of people gather, doors and windows shall not be fitted with obstacles that impede escape or firefighting and rescue operations.

Article 60, Paragraph 3 of the Fire Protection Law stipulates: Anyone who occupies, blocks, or seals off evacuation passages or safety exits, or engages in any other conduct that obstructs safe evacuation, shall be subject to a fine of no less than RMB 5,000 and no more than RMB 50,000.

In an emergency, how can you escape safely via the fire escape?

1. Check the signs and memorize the route.

When entering residential communities, factories, restaurants, and other places with high concentrations of people, first familiarize yourself in advance with the locations of emergency exits and evacuation routes, and review the evacuation maps and designated escape paths.

2. Develop contingency plans and conduct drills.

Factories and enterprises shall develop fire‑extinguishing and emergency evacuation plans tailored to their specific circumstances, designate two or more escape routes, and conduct at least one drill every six months to train employees in self‑rescue during emergencies and in extinguishing incipient fires.

3. Stay calm and evacuate quickly.

In the event of a fire, remain calm. Follow the instructions on the emergency exit signs, use all available routes to evacuate quickly and in an orderly manner, and never take the elevator.
