Recently, the State Administration for Market Regulation has laid out key legislative tasks for 2024, systematically and scientifically planning its legislative work.

In 2024, the State Administration for Market Regulation will center its legislative work on implementing the major decisions and arrangements of the CPC Central Committee and the State Council, fully applying the new development philosophy, adhering to the overarching principle of seeking progress while maintaining stability, coordinating all priorities, focusing on key areas, and engaging in holistic planning to advance relevant legislative initiatives in a planned and step-by-step manner.

First, we will continue to enhance the quality of business entities’ development and elevate their integrity and compliance with the law by formulating and revising supporting regulations for the Company Law, the Provisional Measures for Spot Checks on Publicly Disclosed Enterprise Information, and the Measures for the Administration of the List of Seriously Illegal and Dishonest Entities under Market Supervision, among other laws and regulations.

Second, we will continue to optimize a market environment that ensures fair competition, accelerate the development of a unified national market, and advance the revision of the Regulations Prohibiting Pyramid Schemes. At the same time, we will proactively coordinate with legislative bodies to expedite the enactment or amendment of pending laws and regulations, including the Anti-Unfair Competition Law and the Regulations on Fair Competition Review.

Third, we will continue to ensure the effective implementation of the “Two Outline Plans,” steadily raise the level of quality development, and revise and formulate relevant laws, regulations, and rules, including the Product Quality Law, the Regulations on Certification and Accreditation, the Measures for the Administration of Standard Reference Materials, the Measures for the Administration of the Adoption of International Standards, and the Measures for the Supervision and Administration of Inspection and Testing Institutions.

Fourth, we will continue to uphold the four bottom lines of safety, effectively safeguarding the lives and property of the people, and enact or revise relevant laws, regulations, and rules, including the Medical Device Administration Law, the Regulations on Safety Supervision of Special Equipment, the Measures for the Supervision and Administration of Contract Manufacturing of Food, and the Provisions on the Supervision and Administration of Food Production and Operation Enterprises’ Fulfillment of Their Principal Responsibility for Food Safety.

In advancing its key legislative tasks, the State Administration for Market Regulation will further promote science-based, democratic, and law-based legislation, effectively enhancing the quality and efficiency of lawmaking. This will ensure that legislation aligns with the new requirements of economic and social development, addresses the evolving legal expectations of market entities, and meets the emerging needs of market regulation, thereby better leveraging the rule of law to consolidate fundamentals, stabilize expectations, and deliver long-term benefits.
